Zelenskiy described the transition as essential to refocusing the government’s efforts on defense and national reconstruction. In his video address, he praised Shmyhal’s experience and noted the defense ministry was where “the country’s maximum resources and responsibility are now concentrated.” Shmyhal, who has served since 2020, would become the longest-serving prime minister in Ukraine’s history if confirmed.

Rustem Umerov, the current defense chief, is expected to become Ukraine’s ambassador to Washington.

The proposed reshuffle comes as diplomatic negotiations to end the war with Russia remain stalled and Ukraine continues to rely heavily on Western military and financial support.

Focus On Economy, Minerals, And Arms Industry

Svyrydenko, 39, is a trained economist and key figure in Ukraine’s talks with the United States on critical minerals. She emphasized the need for government deregulation, fiscal efficiency, and mobilization of all state resources toward the war effort and recovery.

In a social media post, she pledged to “cut bureaucracy, protect business, and focus the entire budget on defense.” Her nomination signals a bid to balance Ukraine’s internal needs — such as industrial production — with the demands of international partners.

Zelenskiy said the country would “boost production of its own weapons and develop defense projects jointly with partners.” Kyiv has called on allies to fund joint arms ventures, as domestic revenue is largely consumed by military expenses.
