US Security Deal ‘100% Ready’ For Signing, Zelensky Says
Ukrainian President Volodymyr Zelensky said a U.S. document on security guarantees for Ukraine is fully finalized and awaiting a signing date, as talks involving Ukraine, Russia and U.S. mediators in Abu Dhabi showed limited but tangible progress.

Speaking at a news conference in Vilnius, the Lithuanian capital, Zelensky said the security guarantees document is fully prepared and pending logistical arrangements for its formal signing.
“For us, security guarantees are first and foremost guarantees of security from the United States. The document is 100% ready, and we are waiting for our partners to confirm the date and place when we will sign it,” Zelensky said.
He added that once signed, the document will be submitted for ratification by the U.S. Congress and the Ukrainian parliament, marking a critical procedural step toward formalizing the guarantees.
Abu Dhabi Talks Show Limited Progress
Zelensky’s remarks came after Ukrainian and Russian negotiators held talks on Friday and Saturday in Abu Dhabi, joined for the first time by U.S. mediators. The discussions focused on Washington’s proposed framework for ending the nearly four-year-old war, but no agreement was reached.
Despite the lack of a breakthrough, both Kyiv and Moscow indicated willingness to continue dialogue. A U.S. official said further discussions are expected next Sunday in Abu Dhabi.
Fewer Disputes, But Core Differences Remain
Zelensky said negotiators are reviewing a 20-point U.S. plan, acknowledging that while significant disagreements remain, some progress has been made.
“In Abu Dhabi, the 20-point U.S. plan and problematic issues are being discussed. There were many problematic issues, but now there are fewer,” he said.
Territorial Integrity a Red Line for Kyiv
According to Zelensky, Moscow is pushing Ukraine to relinquish eastern regions that Russian forces have been unable to fully capture since launching the full-scale invasion. Kyiv, however, has refused to shift its stance.
“These are two fundamentally different positions – Ukraine’s and Russia’s,” Zelensky said, stressing that Ukraine’s territorial integrity is non-negotiable.
He added that the United States is attempting to bridge the gap between the sides, noting that all parties, including Washington, must be prepared to compromise, though Kyiv’s core principles remain unchanged.
