The United States on Wednesday released the official text of a 14-point memorandum of understanding with Tehran, outlining a diplomatic settlement that guarantees a $300 billion economic development fund for Iran and mandates an immediate end to military operations in Lebanon.

Titled the “Islamabad Memorandum of Understanding,” the document was made public by a senior US administration official following pressure for its release.

The agreement is scheduled for a formal signing on Friday, triggering a 60-day window to negotiate a finalized deal.

$300 Billion Fund and Sanctions Relief

The memorandum's core financial component commits Washington and its regional partners to a definitive reconstruction plan for Iran.

The text explicitly guarantees at least $300 billion in funds directed toward Iranian economic development.

To facilitate this capital injection, the U.S. will issue all required licenses, waivers, and permissions for relevant financial transactions.

The implementation mechanism for the $300 billion package will be finalized within the 60-day negotiation period.

Immediate financial relief is also stipulated. The U.S. Department of Treasury will issue waivers for the export of Iranian crude oil and petroleum products upon signing, while also unfreezing restricted Iranian state assets.

Termination of Hostilities in Lebanon

Beyond financial measures, the agreement dictates a shift in regional military operations.

The first point of the memorandum declares the immediate and permanent termination of military operations on all fronts, specifically citing Lebanon.

Both Washington and Tehran, alongside their respective regional allies, agree to refrain from threatening or using force against each other.

The text explicitly mandates the preservation of Lebanon's territorial integrity and sovereignty.

This provision halts ongoing combat operations in the Lebanese theater, though it is unclear if this refers to only U.S. operations or if it means the end of Israeli operations as well.

The forthcoming final deal will formally confirm the permanent termination of the war across these fronts.

Nuclear Oversight And Regional Access

In exchange for sanctions relief and the $300 billion fund, Tehran reaffirmed it will not procure or develop nuclear weapons.

Iran agreed to down-blend its stockpile of enriched material on-site under the direct supervision of the International Atomic Energy Agency.

The agreement also addresses immediate maritime security concerns. Iran will ensure the safe passage of commercial vessels through the Strait of Hormuz without charge for a 60-day period.

Conversely, the U.S. will begin removing its naval blockade immediately upon signing, with full termination scheduled within 30 days.

Washington also committed to removing its forces from the proximity of Iran within 30 days following the execution of the final deal.

The final comprehensive agreement will ultimately require endorsement through a binding United Nations Security Council resolution.
