Syria has entered what its new leadership describes as a post-sanctions era, after US President Donald Trump signed legislation formally lifting restrictions imposed under the Caesar Syria Civilian Protection Act. In a public address, President Ahmad al-Sharaa framed the move as a milestone achieved through years of sacrifice by the Syrian people and diplomatic engagement with regional and international partners.

A Symbolic Address from Damascus

In a short video message posted on X, Sharaa addressed Syrians from Mount Qasioun overlooking Damascus, marking what he described as the country’s “first day without sanctions.”

He praised the patience and endurance of Syrians over 14 years of war, referencing civilians who were displaced, killed, or exposed to chemical attacks. Sharaa said the lifting of sanctions represented a “great victory,” achieved through sacrifice and perseverance.

Thanks to Washington and Regional Allies

Sharaa expressed special gratitude to US President Donald Trump for responding to calls to lift the sanctions, as well as to members of the US Congress for supporting the decision.

He also thanked Turkish President Recep Tayyip Erdoğan, Saudi Crown Prince Mohammed bin Salman, and Qatari Emir Sheikh Tamim bin Hamad Al Thani, crediting them with playing a key role in ending Syria’s economic isolation.

In addition, the Syrian leader acknowledged Arab, Islamic and European countries that supported Syria during the war and backed the removal of sanctions in recent years.

End of the Caesar Act Era

The Caesar Syria Civilian Protection Act, enacted in 2019, allowed Washington to impose sweeping economic and travel sanctions on individuals and entities linked to the Assad regime’s military, intelligence, aviation and energy sectors. The measures were designed to pressure Damascus over alleged human rights abuses during the conflict.

Bashar al-Assad, who ruled Syria for nearly 25 years, fled to Russia in December, bringing an end to Baath Party rule that had lasted since 1963. A new transitional administration led by Sharaa was formed in January.

Looking Ahead

Sharaa said the lifting of sanctions opens the door to reconstruction and renewed engagement with the international community, signaling a new phase for Syria after years of war and isolation. He emphasized that the decision reflects international recognition of the Syrian people’s suffering and resilience.
