U.S. Secretary of State Marco Rubio is scheduled to meet Russian Foreign Minister Sergei Lavrov in Kuala Lumpur on Thursday, during the ASEAN foreign ministers’ summit, both countries confirmed. The rare in-person encounter comes amid escalating U.S.-Russia tensions and renewed diplomatic maneuvering over the protracted war in Ukraine.
This marks the second meeting between Rubio and Lavrov this year, following February talks in Saudi Arabia. President Donald Trump, who returned to office pledging a rapid resolution to the war, has recently taken a sharper tone against Russian President Vladimir Putin, describing his peace overtures as “meaningless.”
The meeting in Malaysia follows Trump’s announcement that the U.S. would resume deliveries of defensive weapons to Ukraine, including artillery and GMLRS missiles. The move came days after a brief pause in shipments due to stockpile concerns.
As diplomacy unfolds in Asia, Moscow has intensified attacks on Ukraine, launching a record 728 drones in a single night. The sustained aerial assault has pushed Ukrainian defenses to the brink and renewed Kyiv’s call for expanded Western air defense support.
Rubio’s visit to Kuala Lumpur is his first official trip to Asia since assuming the dual roles of Secretary of State and National Security Adviser. He is also engaging with senior Malaysian officials and the 10-member Association of Southeast Asian Nations (ASEAN) to underscore the U.S. pivot toward the Indo-Pacific.
The Kremlin responded calmly to Trump’s criticism, saying it remains committed to repairing what it described as a “broken” U.S.–Russia relationship. However, tensions remain high as Trump also considers steep sanctions, including 500% tariffs on countries buying Russian oil and gas.
Rubio’s diplomatic efforts align with broader Trump administration strategy to use military aid and sanctions pressure to force a shift in Russian policy while exploring off-ramps through direct dialogue.
