The United States has officially launched Phase Two of President Donald Trump’s 20-point plan for Gaza, signaling a major transition in the post-war roadmap for the enclave.

The announcement was made by United States President Donald Trump's Special Envoy Steve Witkoff, following a White House briefing that outlined the structure of Gaza’s post-conflict governance and security arrangements.

From Ceasefire to a New Political Framework

Speaking on behalf of U.S. President Trump, Witkoff said the second phase marks a decisive move away from ceasefire management toward long-term stabilization.

Today, on behalf of President Trump, we are announcing the launch of Phase Two of the President’s 20-Point Plan to end the Gaza conflict, moving from ceasefire to demilitarization, technocratic governance, and reconstruction.

Technocratic Governance for Gaza

At the core of Phase Two is a plan to transfer Gaza’s administration from political actors to an independent, technocratic interim body. According to Witkoff, this temporary authority will be responsible for restoring basic services, overseeing civilian life, and coordinating reconstruction efforts.

US officials argue that removing political factions from governance is essential to stabilizing the territory and rebuilding public institutions.

Demilitarization and Reconstruction

The plan calls for the complete demilitarization of Gaza, alongside the launch of an internationally backed reconstruction initiative. Washington says both processes will advance in parallel, with international partners expected to contribute financial and logistical support.

Witkoff reiterated that the final implementation of the plan depends on Hamas handing over the last remaining body in its possession, underscoring the administration’s firm stance on the issue.

Türkiye’s Mediation Role Highlighted

The US special envoy also praised Türkiye’s constructive diplomatic role, emphasizing that cooperation along the Ankara–Cairo–Doha axis has been critical to advancing the plan.

Witkoff said continued coordination among these regional actors will be essential for ensuring stability on the ground and managing the political transition in Gaza.
