Peru’s interim president, José Jerí, has announced a 30-day state of emergency across Lima and Callao to counter spiraling violence and insecurity.

The move empowers the armed forces to assist police operations and limits the right to assemble after weeks of unrest and growing public anger over crime and corruption.

Government Measures and Security Operations

The emergency decree, effective immediately, allows joint army–police patrols and authorizes restrictions on movement and gatherings.

Jerí said the measure aims to “restore peace and order” and marked a shift “from defense to offense” against organized crime.

Rising Violence and Urban Crime Wave

Police reported nearly 1,700 homicides in the first nine months of 2025 — up from 1,500 last year — while extortion attacks targeting transport operators and small businesses have soared.

Authorities say the capital has become the epicenter of contract killings and gang-linked bombings.

Political Tensions and Public Unrest

The declaration comes after nationwide protests left one person dead and over 100 injured. Demonstrators accuse the government of corruption and inaction.

Jerí, who assumed office following Dina Boluarte’s impeachment, faces mounting pressure to deliver quick results as Peru battles both political instability and urban violence.
