Norway Joins NATO Ground Forces In Finnish Lapland

The deployment, confirmed at the NATO summit in The Hague, includes troops from Norway, the UK, France, Denmark, and Iceland, in addition to host nation Finland. Units will be based in Rovaniemi and Sodankylä, with Norway contributing soldiers from its Finnmark Land Defense—soon to be upgraded to a full brigade.

Finland’s Defense Minister Antti Häkkänen welcomed the move as a “strong expression of allied unity and solidarity,” saying the forces will begin building a lasting NATO presence “calmly, but with determination.”

The FLF structure allows for rapid deployment and integration of forces during a crisis. While personnel numbers remain undisclosed, the unit can scale up to brigade size if tensions rise in border areas. In peacetime, the troops will conduct joint training and maintain high readiness.

The Norwegian Defense Ministry described the expansion as key to maintaining deterrence in the Arctic region, especially after Russia’s full-scale invasion of Ukraine prompted Nordic countries to enhance defense cooperation.
