North Korea’s Minister of State Security, Ri Chang Dae, departed Pyongyang on Monday to attend a high-level gathering of senior security officials in Russia, according to North Korean state media outlet KCNA.

The meeting, reported on May 27, brings together top intelligence and defense officials from several countries including Russia, Iran, and the United Arab Emirates. Russian outlets noted that Sergei Shoigu, a key security aide to President Vladimir Putin, will be a central participant.

While the exact agenda remains undisclosed, the summit is seen as part of growing security cooperation between authoritarian regimes and those resisting Western pressure. The participation of North Korea’s top spy chief signals Pyongyang’s continued alignment with Russia and other like-minded states amid mounting tensions with the United States and its allies.

This marks another instance of increased diplomatic and security coordination between Moscow and Pyongyang, following recent military and space cooperation efforts highlighted during Kim Jong Un’s visit to Russia’s Vostochny Cosmodrome.

The presence of countries like Iran and the UAE at the Russian-hosted security meeting underscores a potential recalibration of international security coalitions. While the UAE’s exact role in the summit remains unclear, its involvement alongside North Korea and Iran points to an expanding geopolitical dialogue that challenges the dominance of Western-led frameworks.
