M23 Announces Unilateral Withdrawal From Uvira
The AFC/M23 coalition announced a unilateral withdrawal from the eastern Congolese city of Uvira. The move is framed as a confidence-building step under the Doha peace framework.

The Alliance Fleuve Congo, in coordination with the M23 movement, said it would pull its forces out of Uvira in South Kivu province following what it described as significant progress in Qatari-mediated talks. The announcement came days after the group seized the city, triggering large-scale displacement and regional concern.
Unilateral Withdrawal Decision
AFC/M23 said the pullout from Uvira would be carried out without preconditions and was designed as a trust-building measure. The group stated that the decision followed advances under the Doha framework, including agreements reached in recent negotiation rounds.
It added that the move was made despite what it described as continued pressure from Congolese government forces and allied militias.
Doha Framework and Mediation
Negotiations under Qatari mediation have been ongoing for several months and produced a declaration of principles earlier this year.
The process set deadlines for a comprehensive agreement, some of which have already passed, but talks have continued amid sustained fighting. AFC/M23 said the Uvira withdrawal was requested by U.S. mediators involved in supporting the Doha track.
Strategic Importance of Uvira
Uvira lies near the Burundian border along Lake Tanganyika and serves as a key logistical and administrative hub in South Kivu. Its recent capture displaced an estimated 200,000 civilians and raised fears of cross-border escalation involving Burundi and Rwanda.
Analysts warn that control over Uvira could open routes toward southern territories, including economically vital regions further inland.
Regional and Humanitarian Stakes
The Congolese government has not formally responded to the announcement, while international actors continue to press for de-escalation. The broader conflict in eastern Congo has displaced more than seven million people nationwide.
Whether the withdrawal stabilizes Uvira or becomes another short-lived pause will depend on compliance by all armed actors and the credibility of monitoring arrangements.
