Lebanon Orders Army To Draft Arms Control Plan By Year-End
The Lebanese government has tasked its army with presenting an arms control strategy by August's end, aiming to bring all weapons under state authority before the year concludes.

In a televised speech on Tuesday, Hezbollah’s deputy leader Naim Qasem dismissed the proposed disarmament timeline, stating: “We cannot acquiesce to any timeline presented to be implemented under the Israeli aggression.” He declared that Lebanon must not abandon its military leverage while Israel retains full power, further rejecting the notion of phased disarmament.
The army is expected to submit its preliminary plan before the end of August. According to Prime Minister Salam, this initiative is in response to recent U.S. proposals and will be further discussed in the cabinet’s upcoming session on Thursday.
Despite the ceasefire, Israel continues to carry out airstrikes targeting Hezbollah positions in southern Lebanon. Qasem warned that any broad Israeli offensive would prompt a missile response, emphasizing that Hezbollah will defend its presence and capabilities if provoked.
Economic Pressure Behind Push For Reform
Lebanon’s move toward arms control is tied to its broader effort to secure international financial support. The World Bank estimates the war with Israel last year caused over $14 billion in damages, worsening an already dire economic situation. The country, which defaulted on approximately $30 billion in international debt in 2020, is aiming to reach a preliminary agreement with the International Monetary Fund in the coming months.
The current government, formed earlier this year under Prime Minister Salam, is navigating complex domestic and geopolitical terrain. While the demilitarization of Hezbollah is seen as a potential step toward appeasing Western donors and regional opponents, it has also exposed deep internal divisions and risks triggering renewed instability.
