Lebanon has proposed a two-phase Israeli withdrawal as part of ongoing negotiations mediated by U.S. envoy Tom Barrack, Lebanese sources said. Beirut’s plan calls for Israel to first withdraw from areas south of the Litani River and later pull back beyond Lebanon’s recognized international borders, while halting air and sea violations.

Lebanese officials told al-Binaa newspaper that the first stage of the withdrawal would begin immediately following Lebanon’s fulfillment of its security commitments, including the deployment of the Lebanese army and the withdrawal of Hezbollah from the southern areas. The source emphasized this phased approach as essential to easing tensions along the border.

The second phase of Lebanon’s demand focuses on securing full Israeli withdrawal beyond Lebanon’s internationally recognized borders and ceasing ongoing Israeli violations of Lebanese airspace and maritime boundaries. These steps are considered non-negotiable by Beirut as part of restoring full sovereignty.

Lebanon’s position comes as U.S. mediator Tom Barrack pushes for clarity on Lebanon’s stance regarding Hezbollah’s arms and broader security arrangements, according to the report.
