Israel has rejected a new Gaza ceasefire proposal based on the so-called “Witkoff plan,” presented by Palestinian-American mediator Bishara Bahbah. The plan included a 60-day truce and the phased release of 10 Israeli hostages, with Donald Trump personally guaranteeing that talks to end the war would follow.

The rejected proposal also envisioned Israeli commitments to negotiate under U.S. auspices, with discussions focusing on Hamas demilitarization and the formation of a technocratic government in Gaza.

In response, Hamas put forward a counter-offer: a 70-day ceasefire, the release of five living hostages and five bodies within the first week, and a demand that 1,000 aid trucks be allowed into Gaza daily.

Israeli officials dismissed both the Witkoff and Hamas proposals, with one source calling the terms “unacceptable for any responsible government” and accusing Hamas of lacking genuine intent for peace.

According to sources familiar with the negotiations, the Biden administration is exerting “massive pressure” on Israel to end the war, with envoy Steve Witkoff conveying the message directly to Israeli Minister Ron Dermer during a recent meeting in Rome. The Prime Minister’s Office has not commented.

Despite the rejection, Israeli officials believe there is still room for a potential breakthrough, citing three key pressures: a looming Israeli military operation, intensifying global calls for a ceasefire, and ongoing U.S. mediation.
