Former U.S. Vice President Kamala Harris is actively laying the foundation for a 2028 presidential campaign through a series of private engagements with prominent left-wing Democrats and pro-Palestinian activists.

Harris recently called New York City Mayor Zohran Mamdani to discuss the future of the Democratic Party and to arrange a longer conversation, according to Axios.

The communication occurred shortly after progressive candidates backed by Mamdani successfully ousted two incumbents in local congressional races.

Repairing Progressive Relations

The outreach marks a calculated effort to mend fractured ties with the party's progressive wing.

Harris has conducted extensive, closed-door meetings over the past year with key figures critical of the previous administration's foreign policy.

Among these figures is Abbas Alawieh, a co-founder of the Uncommitted Movement and current Democratic candidate for a Michigan state Senate seat.

Harris met with Alawieh in Detroit last week following months of private conversations she initiated.

Alawieh utilized the meeting to emphasize that U.S. tax dollars should not fund military actions that target civilians or destroy communities.

He informed Harris that his constituents have lost family members in U.S.-backed Israeli airstrikes.

Harris has also held recent discussions with James Zogby, a veteran Democratic National Committee member and advocate for Palestinian rights.

Earlier in April, she met with Representative Alexandria Ocasio-Cortez on the sidelines of a Chicago summit.

Policy Record and Skepticism

Despite these overtures, Harris faces significant skepticism from Arab American and progressive constituencies.

During the 2024 general election, the Uncommitted Movement was denied a speaking slot for a Palestinian American at the Democratic National Convention, leaving many activists feeling politically isolated.

Rania Batrice, a progressive strategist and Palestinian American, questioned the authenticity of Harris’s shift, stating that skepticism remains warranted until concrete concessions are made.

In her 2025 book, "107 Days," Harris detailed private frustrations with former President Joe Biden’s rhetoric regarding Gaza.

She wrote that she pleaded with Biden to demonstrate empathy for civilian casualties, noting his public remarks appeared inadequate and forced.

Harris also acknowledged her frustration with pro-Palestinian protesters disrupting her 2024 campaign events, writing that while the issue was not binary, the outcome of the election was.

Patrick Gaspard, a Democratic strategist, noted that Harris had internal concerns about the Biden administration's presentation of its policies and continues to seek external opinions.

Broader 2028 Groundwork

The former vice president remains a leading figure in early polling for the 2028 Democratic primary, maintaining strong support in the South, a critical region for any primary candidate.

Beyond domestic progressive politics, Harris is broadening her policy consultations to prepare a comprehensive platform.

She has recently contacted former aides and party officials to deliberate on international and technological issues, including China, artificial intelligence, and Venezuela.

However, her political record presents a complicated narrative for primary voters.

Harris championed progressive policies in 2020 before distancing herself from them in 2024, leaving structural doubts regarding her ability to unify the Democratic base and secure a general election victory.
