The Somali Ministry of Internal Security labeled the clash “a deliberate attempt to destabilize constitutional order,” blaming Jubbaland President Ahmed Madobe for launching attacks on federal installations. In contrast, Jubbaland authorities accused President Hassan Sheikh Mohamud of ordering an “unjustified attack” on Beled Hawo’s residents and military positions.
At the heart of the renewed violence is the deployment of Abdirashid Janan, a controversial former Jubbaland official who escaped federal custody in 2020 while under investigation for rights violations. His return to Gedo as head of regional NISA and stabilization efforts has sparked alarm among civil society groups and observers, who say his presence undermines regional authority and fuels conflict.
Beled Hawo, located near the Kenyan border, has long been a flashpoint in the federal–regional power struggle, with both sides claiming jurisdiction amid broader disputes over security, federalism, and governance.
Regional Spillover And Civilian Displacement
The conflict has spread beyond Beled Hawo. Jubbaland officials reported that Ethiopian troops attacked a federal intelligence camp in Doolow on Sunday night, escalating fears of broader regional involvement. While casualty figures remain unclear, residents and aid workers confirmed increased displacement.
Humanitarian groups say dozens of families have fled Beled Hawo, with at least eight households crossing into Kenya’s Mandera County seeking safety. The Kenya Red Cross confirmed their arrival and is coordinating emergency relief with county authorities and the Ministry of Interior.
As the situation remains tense, neither the federal government nor the Jubbaland administration has issued a comprehensive casualty report or ceasefire proposal. Observers warn that continued clashes could further destabilize the region and hinder governance and humanitarian access across Gedo.
