After completing the initial round of discussions in Geneva, senior U.S. and Ukrainian officials announced “meaningful progress” on a peace framework that could reshape the trajectory of the war. Yet concerns in Europe that the plan concedes too much to Moscow remain at the forefront.

First Round Concludes in Geneva

U.S. and Ukrainian teams wrapped up the first stage of negotiations in Geneva, Switzerland. A joint statement noted significant progress in aligning positions and determining the next diplomatic steps. The White House confirmed that, following extensive feedback, a “revised and more refined peace framework draft” had been prepared.

“The Most Productive Day in a Very Long Time”

U.S. Secretary of State Marco Rubio described the talks as the most constructive and results-driven exchanges in recent years. Rubio highlighted that teams would continue working on proposed ideas, adding: “We see real potential for advancement.”

However, he stressed that several critical issues remained unresolved: “This is a delicate moment. Some points are about language, others require higher-level decisions and consultations, and some simply need more time.”

A Difficult Choice for Zelensky

The 28-point plan aimed at ending the nearly four-year war has sparked intense debate in Kyiv and across European capitals. Ukrainian President Volodymyr Zelensky said he now faces a difficult balance between protecting his country’s sovereign rights and preserving essential U.S. support.

Even so, Zelensky reaffirmed that “the Ukrainian people will always defend their home.”

Controversial Provisions and Europe’s Concerns

The updated proposal revisits several Russian demands previously rejected outright by Zelensky — including the possibility of ceding large territories. This aspect has fueled anxiety among European allies, who fear Washington is leaning too close to Moscow’s position. Diplomatic sources indicate Europe will become more actively involved in the process in the coming days.

Final Decision Rests with Trump and Zelensky

Andriy Yermak, head of Ukraine’s Presidential Office, stated that the ultimate decision will be made by U.S. President Donald Trump and Ukrainian President Volodymyr Zelensky. The process will continue with intensified consultations with European partners.
