In the joint statement, the 15 nations affirmed either their existing recognition of Palestine or their willingness to recognize it, framing the move as essential for progress toward a lasting resolution. “[We] have already recognised, have expressed or express the willingness or the positive consideration of our countries to recognise the State of Palestine, as an essential step towards the two-state solution,” the declaration read.

Alongside the political appeal, the declaration emphasized the urgency of resolving the humanitarian crisis in Gaza. It called for the consolidation of Palestinian governance under the Palestinian Authority and cited the central role of the United Nations in coordinating aid and relief efforts.

The statement reflects a growing chorus of international actors seeking to address both the political deadlock and the unfolding humanitarian catastrophe in Gaza. The signatories include a diverse group: Andorra, Australia, Canada, Finland, France, Iceland, Ireland, Luxembourg, Malta, New Zealand, Norway, Portugal, San Marino, Slovenia, and Spain.

French Minister Jean-Noël Barrot publicized the initiative, posting: “France and 14 other countries express our will to recognize the State of Palestine and invite those who haven’t done so to join us.” The statement echoes mounting international frustration over the stalled peace process and continued violence, with signatories urging unified global action toward statehood and relief.
