Ukraine and the United States are preparing a contract for the purchase of 25 Patriot air defense systems, President Volodymyr Zelensky announced, underscoring ongoing defense cooperation amid Russia’s continuing aggression.

The Ukrainian leader also detailed developments in weapons negotiations, energy security, and battlefield dynamics in his latest briefing.

Uncertain Territorial Questions

Zelensky noted that the issue of occupied territories — including Donbas, Zaporizhzhia, and Kherson regions — remains unresolved.

According to him, Russia may interpret the current situation as a halt to further advances, while U.S. officials view it as an opportunity for Ukraine to eventually regain control of those territories.

The president also added that Ukraine is ready to meet in Budapest if invited, though he acknowledged that the city is “not the best place for historical and political reasons.”

Air Defense and Funding

Ukraine remains in the global queue for Patriot systems, but Zelensky said the White House could alter delivery priorities to expedite shipments.

One proposed source of funding is the use of frozen Russian assets, which Western partners have debated redirecting toward Ukraine’s defense needs.

U.S. Weapons and Tomahawk Missiles

Zelensky confirmed that U.S. President Donald Trump withheld Tomahawk missiles to avoid direct escalation with Russia.

He added that if Vladimir Putin had not intervened diplomatically, Ukraine might have received them earlier.

The president suggested that if the U.S. approves Tomahawk transfers, European allies could follow suit — possibly including Germany’s Taurus missiles.

Drone Cooperation

Both Kyiv and Washington are reportedly interested in a drone production and export agreement, which Zelensky said could support future U.S. defense needs.

“Such systems are vital for future wars,” he emphasized, framing it as a step toward deeper military-industrial cooperation.

Energy Security

On the energy front, Zelensky confirmed agreements with Slovakia to import gas and said Ukraine can access $2 billion worth of gas reserves if necessary.

Additional energy support is being provided by Norway, Poland, and Greece, he noted, as Ukraine works to secure winter supplies.

Front-Line Situation

Zelensky reported mixed developments on the front:

  • Kupiansk sector: Situation improving.
  • Pokrovsk sector: Difficult but stable.
  • Novopavlivka sector: Ongoing fighting around three newly liberated villages.
  • Sumy region: Conditions improving.
  • Lyman sector: No presence of Russian forces reported.

The president said Ukrainian forces continue to hold their positions while reinforcing critical areas under pressure.
