Outgoing Starmer Unveils 10-Year Defense Plan to Counter Russian Threat

British Prime Minister Keir Starmer unveiled Tuesday a 10-year Defense Investment Plan, increasing military spending by £15 billion to nearly £300 billion over the next four years in response to growing threats from Russia.
The long-delayed blueprint outlines a strategic shift toward drone and artificial intelligence programs.
Overall military spending will rise to almost £80 billion annually by 2029, representing 2.7% of economic output by 2030.
Starmer, who announced his resignation eight days ago, presented the plan ahead of next week’s NATO summit in Türkiye.
He stated the investment serves as a foundation for his likely successor, Andy Burnham, to counter modern security challenges.
Cuts to Infrastructure to Fund Defense
To finance the £15 billion increase, the government will cancel planned capital projects, including roads and energy initiatives.
Officials ruled out issuing defense bonds due to concerns over pushing interest rates higher.
U.K. defense contractors traded higher following the announcement. Babcock International Group Plc rose up to 3.5%, while BAE Systems Plc and QinetiQ Group Plc advanced 2.1% and 1.9%, respectively.
Internal Divisions
The spending framework has drawn criticism from security officials who argue it fails to address a more aggressive Russia and uncertain U.S. protection guarantees.
The target falls short of the 3% of GDP demanded by former Defense Secretary John Healey before his resignation earlier this month.
Healey had sought to close a £28 billion funding gap. When the Treasury allocated just £13.5 billion, he accused Starmer and Chancellor Rachel Reeves of failing to provide the resources necessary for national defense.
Reeves defended the policy, stating defense remains a defining pillar of Starmer's administration.
Healey’s successor, Dan Jarvis, subsequently secured an additional £1.5 billion from the Treasury to finalize the plan.
Technological Overhaul
The strategy allocates a record £5 billion for drones and autonomous weapons over the next four years.
Starmer emphasized the need to rebuild depleted ammunition stocks and apply operational lessons from the war in Ukraine to deter Russian forces.
The Ministry of Defense will initiate the development of a hybrid Royal Navy, deploying uncrewed vessels as escorts for traditional warships.
Royal Air Force jets will operate alongside autonomous wingmen designed to evade enemy detection.
The British Army plans to integrate attack drones with Apache helicopters to increase lethality.
Despite the £5 billion allocation, the plan lacks sufficient funding to sustain these drone operations during extended conflicts.
Capability Cuts and Allies
Strict budgetary limits have forced the cancellation of the Type 83 destroyer program.
The acquisition of 12 U.S.-made F35-A jets capable of carrying tactical nuclear weapons will be delayed, along with infrastructure refurbishments.
The U.K. will direct £500 million toward technology for commandos and special forces, and £115 million to counter threats posed by artificial intelligence.
The initiative is projected to create 60,000 domestic defense jobs.
Starmer reaffirmed that the U.S. will remain Britain’s primary ally, while urging European nations to assume greater responsibility for their own security.
Broader security spending, including infrastructure and energy, is slated to reach 4.2% by the end of the decade.
