Inside Greece’s €3B Achilles Shield Defense Deal With Israel
Greece’s €3.035 billion Achilles Shield will combine David’s Sling, Barak MX and SPYDER with Israeli radars and a new national command network, while giving Greek industry at least 25% of the work and Athens access to key source code.
Israel and Greece have signed the €3.035 billion Achilles Shield package, committing Athens to a nationwide air-defense overhaul centered on three Israeli missile systems, new sensors, and an integrated command network.
The agreement, signed at Israel’s Defense Ministry headquarters in Tel Aviv, is the largest defense contract between the two countries and, according to Israel’s Defense Ministry, one of its biggest export deals.
Israeli Defense Ministry Director General Amir Baram signed the agreement with Greece’s Director General for Defense Investments and Armaments, Lt. Gen. Ioannis Bouras. Officials from SIBAT, Rafael and Israel Aerospace Industries also attended.
A Three-Layer Shield
Achilles Shield is designed as a national network rather than a purchase of standalone missile batteries.
Its upper layer will use David’s Sling, produced by Rafael with Israel’s Missile Defense Organization, against heavy rockets, tactical ballistic missiles, cruise missiles and other long-range threats.
Reported engagement range reaches about 300 km. Greece intends the system to assume roles currently assigned to its Soviet-origin S-300s while operating alongside U.S.-made Patriots.
IAI’s Barak MX will add another layer to the network, covering aircraft, helicopters, drones, cruise missiles, and surface-to-surface threats.
Its interceptor variants are commonly described as covering ranges from about 35 km to 150 km. The system is expected to provide a replacement path for Greece’s aging Hawk batteries.
Rafael’s SPYDER will provide mobile short- and medium-range defense against aircraft, helicopters and UAVs, as well as some short-range ballistic threats.
Reported engagement ranges include 15 km, 20 km and 40 km. Greece plans to use SPYDER partly as a successor to its Osa-AK and Tor-M1 systems.
Radars and a New Command Layer
The missile systems will be linked through ELTA and IAI surveillance and fire-control radars and a Rafael-led command-and-control architecture involving Greek industry.
The C2 system is intended to fuse data from multiple sensors and shooters, using AI-assisted software to detect and classify threats and recommend interceptions across ballistic missiles, aircraft and drones.
The architecture will be layered over parts of Greece’s existing inventory rather than replacing every system immediately.
Patriot batteries will remain part of the structure, while Greek reporting has said the network is intended to interface with FDI/Belharra frigates, F-16 Vipers and future F-35s.
A separate €26 million agreement signed on the same day covers Rafael’s Drone Dome, providing point defense for strategic sites against UAVs.
Deployment Across Greece
Earlier Greek reporting outlined a possible force structure of roughly two David’s Sling systems, six Barak batteries and 10 SPYDER batteries.
Those figures were not repeated in the official announcements accompanying the signing and remain earlier planning numbers rather than confirmed contract quantities.
The planned deployment reflects the systems’ respective roles.
SPYDER batteries are expected to be positioned on Aegean islands, including tourist destinations. Barak MX is expected to cover the mainland and larger islands, while David’s Sling would provide deeper-range coverage from mainland sites.
€3.035 Billion Program
Greece’s Ministry of National Defense has placed the Achilles Shield budget at €3.035 billion.
The agreement is being presented by Israel’s Defense Ministry as the largest defense export contract between Israel and Greece and the first Israeli sale of a complete multi-layer air-defense architecture covering threats from ballistic missiles to drones.
Most of the contract value will flow to Rafael, which supplies David’s Sling, SPYDER, the C2 system and Drone Dome, and to IAI, which provides Barak MX and ELTA radars.
Greek Industry Takes At Least 25%
Athens made industrial participation a central condition of the agreement.
Greek companies are expected to receive more than €700 million in work. Kathimerini, citing Greece’s defense ministry after the signing, put the figure at €750 million distributed across 19 Greek companies.
The work is expected to include manufacturing, subsystem integration, maintenance, ammunition support and participation in the command-and-control center.
Hellenic Aerospace Industry, or EAB, and Intracom Defense have been identified as likely participants in production arrangements, including facilities at Tanagra.
Athens has also discussed using the program to establish domestic production capacity with potential for later exports.
Source-Code Access
Greece also secured access to source code governing the network’s electronic systems.
The provision is intended to give Athens greater control over future software changes rather than requiring Israeli suppliers to implement every modification.
Greek ownership of the software layer is particularly important for the new command system, which will sit above the sensors, missile batteries and other connected assets.
Mid-2029 Target
Greece’s KYSEA security council approved Achilles Shield on July 23, 2026.
Defense Minister Nikos Dendias said at the time that deliveries would take place in stages, with full operational capability targeted within 35 months.
Based on the timetable announced after the July approval, full capability would fall around mid-2029 if implementation remains on schedule.
The agreement now moves the program from political approval into implementation.
Centerpiece of Agenda 2030
Achilles Shield sits at the center of Greece’s wider Agenda 2030 military modernization program.
The July KYSEA meeting also approved C-390 transport aircraft, Heron UAVs, V-BAT drones and VICTA special-operations craft as part of a broader multi-billion-euro procurement package.
The air-defense program addresses Greece’s mixed existing inventory of U.S. Patriot systems and aging Russian-origin S-300, Tor-M1 and Osa platforms.
Its development has also occurred amid long-running tensions with Türkiye and a broader realignment in the Eastern Mediterranean involving Cyprus.
Israeli and some Greek coverage have explicitly presented the system as intended to address Turkish and Iranian missile and drone threats.
