The upcoming NATO summit in Ankara will see member states affirm an "ironclad commitment" to collective defense and lock in $80 billion in military assistance for Ukraine.
The joint declaration, approved by ambassadors from all 32 alliance nations on Friday, according to Reuters, solidifies funding for 2026 and establishes baseline support for 2027.
Transatlantic Alignment
U.S. President Donald Trump is poised to endorse the declaration during the July 7-8 summit in Türkiye.
The consensus suggests a shift from his prior threats to withdraw from the alliance following disputes with European leaders regarding the U.S.-Israeli war against Iran.
The text explicitly invokes Article 5 of the Washington Treaty, reiterating that an attack on one member constitutes an attack on all.
Funding and Burden Sharing
Under the negotiated terms, alliance members will deliver €70 billion ($80 billion) in military aid to Ukraine next year.
Support for 2027 is mandated to match or exceed those levels.
The draft notes that European allies and Canada are meeting defense spending targets established at the previous summit in The Hague.
The document emphasizes that these regional partners are assuming greater operational responsibility alongside the U.S. to build a stronger alliance.
Geopolitical Threats
The joint text classifies Russia as a long-term threat to Euro-Atlantic stability and security.
Additionally, the declaration addresses Middle Eastern tensions, stating that Iran must be prevented from acquiring a nuclear weapon.
The 32 members also demanded that Tehran fully respect the freedom of navigation within the Strait of Hormuz.
