Berlin intends to purchase up to 5,000 Boxer armored vehicles and at least 3,500 Patria AMVs to replace the aging Fuchs fleet. The Boxer vehicles will include several configurations, such as Skyranger air-defense systems, reconnaissance units, and medical transports. The Patria order, mostly to be produced in Germany, could be worth up to €5 billion, with manufacturing partnerships involving Finnish Patria Oyj, KNDS, and FFG.

The procurement plan also includes the acquisition of 20 new Eurofighter jets valued at approximately €3 billion. The aircraft will be produced by a consortium including BAE Systems, Airbus, and Leonardo. This follows a delayed 2020 order of 38 Eurofighters worth €5.5 billion.

Boosting Satellite, Drone, And Tank Capabilities

Germany is expected to invest over €15 billion to upgrade its military satellite communications, seeking greater European autonomy from U.S. systems. Meanwhile, discussions are underway for the potential purchase of several hundred Leopard 2 main battle tanks from Rheinmetall and KNDS.

The Ministry of Defense is also finalizing a national drone strategy that could trigger orders worth billions from domestic companies like Helsing and Quantum Systems. However, analysts warn of persistent production bottlenecks and long procurement queues, which have already delayed flagship projects like the F-126 frigate program.

Germany’s defense rearmament push was made possible through constitutional exceptions allowing debt-financed spending outside the country’s fiscal rules. A €500 billion fund has been designated to modernize both military and civilian infrastructure, part of a broader strategy to ensure long-term strategic resilience.
