Speaking in Brussels, Costa outlined a comprehensive plan that would channel unprecedented funding into military preparedness and strategic resilience over the next four years.

Costa delivered the announcement during a joint committee session of the NATO Parliamentary Assembly held in Brussels. He emphasized that strengthening Europe’s defense pillar would not compete with NATO but rather bolster the alliance’s overall deterrence capacity.
According to Costa, European security and transatlantic solidarity remain deeply interconnected. A more capable and better-equipped Europe, he argued, enhances NATO’s operational readiness and credibility.
Security Landscape After Ukraine War
The €800 billion initiative is widely viewed as a response to mounting geopolitical instability, particularly in the wake of the Russia-Ukraine war. Since 2022, European governments have significantly increased military expenditures, accelerated joint procurement efforts, and revisited long-term defense planning.
The new funding framework signals a further step toward deepening common defense policies and strengthening Europe’s strategic autonomy within the broader alliance system.
Emphasis on International Law
Costa also underlined that sustainable peace on the European continent must rest on respect for sovereignty, territorial integrity, and the principles enshrined in the United Nations Charter. He stressed that these standards apply universally, whether in Ukraine or elsewhere.
The proposed financial package now stands as one of the most ambitious defense investment commitments in EU history, setting the stage for a significant transformation of Europe’s security architecture by 2028.
