U.S. President Donald Trump’s special envoy for Ukraine, Keith Kellogg, is set to attend a major international aid conference in Rome on July 10–11, an Italian government source told Reuters. The meeting comes one day after Trump confirmed that the U.S. would resume sending weapons to Ukraine in the face of intensifying Russian attacks.
Kellogg’s participation signals a renewed American commitment to Ukraine’s defense and postwar recovery, despite Trump’s past wavering on long-term support.
The conference—co-hosted by Italian Prime Minister Giorgia Meloni, Ukrainian President Volodymyr Zelensky, and European Commission President Ursula von der Leyen—will gather leaders from across Europe to mobilize resources for Ukraine’s future.
The Rome summit marks the fourth such international effort since Russia’s 2022 invasion of Ukraine and will focus on coordinating military aid, humanitarian support, and long-term economic recovery.
Trump’s decision to restart arms deliveries came after reports of Russian military gains and a personal call with Zelensky. Kyiv warned that a temporary halt in U.S. weapons supplies had left Ukrainian cities vulnerable to airstrikes and drone attacks.
Ukraine is pressing the U.S. and Germany for more Patriot missile systems, considered crucial for protecting its skies. Washington’s previous pause in weapons transfers was attributed to logistical reviews after U.S. strikes on Iran.
Germany is reportedly in talks to purchase additional Patriots for Ukraine to help bridge the supply gap.
While Trump has voiced support for Ukraine’s sovereignty, he has also pushed for direct talks with Russia and suggested scaling back U.S. commitments. His administration’s latest actions reflect an attempt to balance military assistance with diplomatic pressure.
Kellogg, a retired general and former national security adviser, has become one of Trump’s key envoys in trying to unlock a negotiated settlement while sustaining U.S. involvement.
