Pezeshkian Says Khamenei Gave Iran’s Government Certain Authorities for Talks

President Masoud Pezeshkian told governors and mayors that Supreme Leader Mojtaba Khamenei has given the government certain authorities, as Qatar-mediated indirect exchanges with the U.S. continue and Tehran says the ball is in Washington’s court.

Speaking on Monday at a meeting with provincial governors and the mayors of major cities, Pezeshkian said: “We are trying to solve the problem through dialogue; in this regard the Supreme Leader has also given certain authorities to the government.” IRNA reported the remarks, and the president.ir readout of the meeting carries the same passage.

What Pezeshkian Said

He did not say what the authorities are. He also did not name the U.S. or any mediator in the passage.

The readout framed the meeting as one on strengthening people’s livelihoods. It said the government is working to realize the Leader’s measures and to move the country out of the “neither war, nor peace” situation.

Warning on “Excessive Demands”

Pezeshkian paired the remark with a warning. “In war, no one benefits,” he said, adding that enemies cannot force Iran to surrender through war.

He said Iran stands firm against their “lies and excessive demands.” He also said the public’s resilience must be strengthened and its concerns addressed.

Talks in the Background

Qatari mediators met Iranian officials for a third consecutive day on Sunday, Reuters reported. An official briefed on the talks told Reuters that Iranian negotiators left Doha on Sunday, though not because of difficulties. A draft proposal is circulating and a follow-up meeting is possible, the official said.

Foreign ministry spokesman Esmaeil Baghaei said on Monday that the exchange of messages continues and that “the ball is now in the US court.” Parliament Speaker Mohammad Bagher Ghalibaf is leading the negotiations, with the Supreme National Security Council overseeing the process.

President Donald Trump has said Iran “will either make a deal, or we will end it,” Clash Report reported. Axios reported that Israeli Prime Minister Benjamin Netanyahu pressed Trump to strike Iran after the midterms in a “tough” call.

Positions on the Table

Baghaei said no final agreement can be initiated, and the Strait of Hormuz cannot be reopened, unless the U.S. naval blockade ends and Iran’s “legitimate requirements” are addressed.

Foreign Minister Abbas Araghchi has described a two-day plan. On the first day the U.S. would implement a set of measures, and on the second the Strait of Hormuz would reopen. He said no meeting with Americans has been arranged.

A Leader Out of Public View

Mojtaba Khamenei has not appeared in public since taking office. He communicates through written messages and statements from his office.

Araghchi has said the absence of images or speeches is primarily for security reasons. He said the leader is “fully informed about everything and makes decisions.”

The attribution comes from Pezeshkian himself. The available reporting does not independently confirm a new formal order.
