Iran’s top security official, Mohsen Rezaei, spoke with Russian President Vladimir Putin by phone, Fars News reported on Monday. Fars says they discussed the region and the world, with “special emphasis” on West Asia.

Fars posted the Persian text on Nov. 2. It did not say when the call took place. We found no Kremlin readout in its Iran news section at the time of writing.

What Fars Says Was Discussed

In our translation, Fars says Rezaei and Putin discussed “the current situation of the region and the world” by phone. It adds that the emphasis was on West Asia.

Fars says Rezaei thanked Putin and other Russian officials for their “explicit positions.” It says these praised the role of the “martyred leader of the revolution” and “other great national heroes.”

Rezaei also thanked them, Fars says, for backing the “endurance and steadfastness” of the Iranian people.

The agency says both sides stressed continued strategic cooperation. It says this follows a roadmap drawn by “the top leaders of the two countries.” Fars gave no details of that roadmap.

Who Rezaei Is

Rezaei is a Revolutionary Guards major general. Supreme Leader Mojtaba Khamenei named him secretary of the Supreme National Security Council on Aug. 9, The National reported.

He replaced Mohammad Baqer Zolqadr, who took the post in March after Ali Larijani was killed in a U.S.-Israeli strike. Reuters noted that Rezaei is a close ally of Mojtaba Khamenei.

He now leads Iran’s messaging on U.S. talks. See our report on his warning to Washington and the reported Vance offer to meet him.

The “Martyred Leader”

Fars’s phrase refers to Ali Khamenei, Iran’s supreme leader since 1989. He was killed in a joint U.S.-Israeli air strike in Tehran on Feb. 28, BBC Russian reported.

Putin called the killing “cynical” and a violation of international law in a March 1 message, the Kremlin published. Mojtaba Khamenei succeeded his father.

Last week Putin again credited Ali Khamenei, this time for helping found the Gas Exporting Countries Forum, TASS reported. Fars did not say which “other national heroes” it meant.

Moscow–Tehran Ties

Russia and Iran signed a comprehensive strategic partnership treaty on Jan. 17, 2025. It took effect on Oct. 2, 2025, the Russian Foreign Ministry said.

It is not a mutual-defense pact. Each side pledges not to help an aggressor against the other, Reuters noted.

Contacts have been frequent this year. Russia’s Sergei Shoigu spoke with Larijani on Jan. 12, Reuters reported. Foreign Minister Sergei Lavrov met Rezaei in Tehran on Oct. 19, TASS reported.

Putin hosted Pezeshkian at the GECF summit in Moscow on Oct. 27. He also relayed Iran’s position to Trump in an Oct. 9 call, Asharq Al-Awsat reported.

Where the War Stands

Russia’s Foreign Ministry said on Monday that it supports mediators on Iran, RIA Novosti reported. It is ready to help find solutions. It called reports of new military action against Iran a cause for extreme concern, Iran International reported.

Iran says it can reopen the Strait of Hormuz within two days if Washington meets its conditions, Euronews reported. Qatar is mediating.

Trump said on Saturday that he still needs to “take care” of one or two Iranian nuclear sites. Secretary of State Marco Rubio said no decision has been made.
