Somalia is moving from exploration to execution in offshore energy, marking a strategic shift toward resource development backed by Türkiye, with implications for regional energy dynamics and state-building efforts.

The transition follows seismic surveys completed in 2024 by a Turkish research vessel, identifying offshore hydrocarbon prospects. Somalia’s Petroleum Minister Dahir Shire described the step as a “historic milestone” in Somalia’s “offshore energy journey”. “A new chapter begins”, he added.

The Turkish Petroleum Corporation’s drilling ship Çağrı Bey is expected to arrive on Friday for its first international mission. It will conduct deep-water drilling in Somalia’s territorial waters in the Arabian Sea, targeting sites mapped during the survey phase.

The drilling campaign stems from a 2024 production-sharing agreement formalizing energy cooperation. Somali Foreign Minister Ali Omar said the initiative reinforces Türkiye’s role as a “trusted long-term partner” in development.

Türkiye’s Energy Minister Alparslan Bayraktar said potential discoveries could deliver “significant economic benefits” to Somalia, East Africa, and Türkiye. Ankara has maintained over a decade of engagement, including a military base established in 2017 and expanded presence in recent years.

Researchers estimate Somalia holds billions of barrels in offshore reserves, though exploration has been delayed by decades of conflict and instability. The move to drilling marks a capability shift from mapping to extraction, with deep-water operations now underway.

Officials emphasized that the project will prioritize national benefits. Shire said Somalia would ensure oil revenues “lead to national prosperity and improve the well-being of the people,” highlighting governance expectations tied to resource development.

The campaign positions Somalia within a broader East African energy landscape, where offshore discoveries have reshaped neighboring economies. Successful drilling could alter Somalia’s fiscal outlook and trade profile, while deepening Türkiye’s geopolitical and economic footprint in the Horn of Africa.
