Trump Pushes for Kim Jong Un Summit to Revive Nuclear Talks

President Donald Trump is pressing his administration to arrange an in-person summit with North Korean leader Kim Jong Un as early as this fall, seeking to resurrect his signature diplomatic effort to dismantle Pyongyang’s nuclear weapons program.
U.S. officials disclosed that the president has privately raised the prospect of meeting Kim during his upcoming journey to Asia, with planning centered around the Asia-Pacific Economic Cooperation forum scheduled for November in Shenzhen, China.
The push reflects the White House’s ambition to secure a major foreign policy breakthrough at a time when diplomatic resolution with Iran remains elusive.
A Stalled Disarmament Drive
The renewed push comes after three previous high-profile encounters between Trump and Kim failed to halt North Korea's strategic development during Trump’s first term.
Following the 2018 Singapore Declaration, negotiations collapsed at the 2019 Hanoi summit when Kim refused total nuclear dismantling, and a subsequent three-way meeting at the Korean demilitarized zone yielded no breakthrough.
Trump has begun laying the groundwork for re-engagement, recently scaling back joint U.S.-South Korea military drills, an overture he linked directly to his ties with Kim.
U.S. officials confirmed Pyongyang has quietly signaled an openness to dialogue following outreach by the president.
“He’s made clear that he wants to meet Kim again,” Victor Cha, a North Korea expert at the Center for Strategic and International Studies, told The Wall Street Journal.
“These exercises presented him an opportunity to do something concrete to show Kim he is serious about meeting.”
Shifting Strategic Leverage
Any revived dialogue faces significant skepticism among analysts and defense officials, who emphasize that Pyongyang now commands far greater strategic leverage.
North Korea's arsenal has expanded significantly, with expert estimates placing its warhead inventory well above past projections and likely into the low hundreds.
Robert Kadlec, the assistant secretary of defense overseeing nuclear deterrence issues, warned Congress that Pyongyang's capabilities pose an escalating danger.
“North Korea’s nuclear forces are increasingly capable of targeting the U.S. Homeland, and its missile forces can strike South Korea and Japan with nuclear or conventional warheads,” Kadlec stated.
Diplomats also note that Kim’s geopolitical positioning has strengthened markedly through deeper alignment with Beijing, enhanced missile collaboration with Tehran, and the deployment of troops to support Russia's war in Ukraine.
“It appeases yet another despotic dictator based on a misperception that a personal relationship will actually achieve U.S. foreign policy objectives,” said Bruce Klingner, a former senior Central Intelligence Agency officer.
Regional Complications
Seoul continues to back U.S.-North Korea engagement in principle, hoping talks will reduce tensions on the peninsula, but regional dynamics remain complex.
South Korean President Lee Jae Myung has simultaneously called for military independence from Washington and accelerated plans for nuclear-powered submarines.
A White House official said Trump and Kim would meet at an appropriate time, though formal planning has not been authorized.
