Top US General Privately Urges "Off-Ramp" From Iran War

General Dan Caine, the 22nd Chairman of the Joint Chiefs of Staff, has privately told senior Trump administration officials in recent weeks that the United States needs to find an "off-ramp" from the war with Iran, CNN reported.

Caine's concern is that military options under consideration for escalation could backfire and that airpower alone is unlikely to achieve President Trump's stated objective of permanently preventing Iran from obtaining a nuclear weapon.

The war is now nearly 6 months old.

"Caine Is Looking for an Off-Ramp"

Caine raised the off-ramp question in conversations with Vice President JD Vance, Secretary of State Marco Rubio, and CIA Director John Ratcliffe.

In White House discussions, he flagged depleted munitions stockpiles while affirming that U.S. forces retain the capacity to inflict massive damage if ordered to escalate.

He and other officials privately doubt sustained bombing will force a deal on Trump's preferred terms.

Caine has said publicly that "airpower has its limits."

A White House official described Caine as an "incredible asset" who provides accurate, unbiased information, with the president making final decisions.

Six Months In: The Cost and the Constraints

Major combat operations under Operation Epic Fury began on February 28 this year, following earlier strikes under Operation Midnight Hammer in June 2025 targeting Fordow, Natanz, and related nuclear facilities.

The financial cost stands at approximately $37.5 billion, cited by Defense Secretary Pete Hegseth at a Senate Appropriations hearing last month, with an additional funding request partly to replenish depleted stocks.

Patriot and THAAD inventories have been significantly drawn down from pre-war levels. Trump has publicly denied shortages.

Public approval of his handling of the war stands at 28% according to reports.

Who Caine Is - and Why His View Matters

Caine became the 22nd Chairman of the Joint Chiefs in April 2025 after Trump removed General CQ Brown, the first Air National Guardsman in the role recalled from retirement and promoted to four-star rank.

He has more than 2,800 F-16 flight hours, over 150 combat missions, and served as Associate Director for Military Affairs at the CIA from 2021 to 2024.

A career built entirely on airpower makes his private assessment that airpower alone is insufficient particularly notable.

Diplomacy Running in Parallel

Iran-Oman technical talks on Strait of Hormuz arrangements were reported in early August, with U.S. officials expressing measured optimism on that narrow issue.
