Top U.S. and Russian diplomats held rare in-person talks on the sidelines of the ASEAN Foreign Ministers' Meeting in Kuala Lumpur, Malaysia, on July 10. U.S. Secretary of State Marco Rubio and Russian Foreign Minister Sergey Lavrov discussed the ongoing war in Ukraine as well as developments in Syria and Iran during their 50-minute meeting.
Russia’s Foreign Ministry described the talks as “substantive and frank,” stating that both sides reaffirmed their desire to pursue peaceful resolutions and resume humanitarian and economic cooperation.
According to Rubio, the conversation included “a frank and important exchange” on the future of Ukraine. “We need to see a roadmap moving forward about how this conflict can conclude,” he told reporters after the meeting, adding that U.S. President Donald Trump remains dissatisfied with Russia’s perceived lack of flexibility in negotiations.
Trump, he noted, is increasingly frustrated with Russian President Vladimir Putin, accusing him of stalling progress by “throwing a lot of b*******” at U.S. diplomatic efforts.
Lavrov, meanwhile, reiterated Russia’s willingness to continue dialogue and avoid escalation, although no concrete agreements were announced.
The meeting underscores the growing role of the ASEAN forum as one of the few remaining platforms for direct communication between rival powers. With global polarization deepening, both Washington and Moscow appear to see value in maintaining contact—even if breakthroughs remain unlikely in the near term.
Rubio also hinted at a possible meeting with Chinese Foreign Minister Wang Yi during the ASEAN summit, suggesting that the event may provide broader diplomatic opportunities amid rising tensions in multiple global theaters.
