Iran’s Supreme Leader Mojtaba Khamenei ordered an immediate, effective response to any threat “without geographical limitations,” his office said on Saturday. The statement followed a meeting with the country’s senior military commanders.

The office also said commanders reported a “several-fold increase” in the production of ammunition and reconnaissance, support and combat weapons. The statement gave no figures and did not name any weapon type.

The message lands days before the U.S. midterms and amid fresh talk of American strikes. Axios reported the same day that Qatari mediators are pressing for a deal. Our earlier piece covers why Trump may be more inclined to hit Iran after the vote.

What Khamenei Ordered

The Office of the Supreme Leader said Khamenei met senior commanders of the armed forces. He called “intelligent combat readiness” to confront enemies “with full force” a requirement of “maximum deterrence.”

He said every level and form of threat must meet an “immediate and effective response, without geographical limitations.” That is the English translation of the statement. The @MKhamenei_ir account, which describes itself as his official page, posted a similar line.

The statement also warned about new attacks. “If the enemies once again launch military or terrorist attacks,” it said, “it will be the Armed Forces of the Islamic Republic and the Iranian nation who determine when and under what conditions they will end.”

Khamenei also told commanders to strengthen the military intelligence architecture and to deepen indigenous defense capabilities in doctrine and tactics. He asked them to use modern technologies.

Target Bank Update

The most pointed order concerns targeting. Khamenei told the armed forces to update the “target bank,” per the translation. All “tangible and intangible assets” of the “American-Zionist enemy” should fall within range.

The statement did not say which assets it means. It did not name a country, a base or a system.

It also praised the “Resistance Front.” Unity across arenas, it said, has a strategic impact on a “new political and security order in West Asia.” The statement called the nation’s eight-month presence in the squares an extension of the eight-year “Sacred Defence” of the 1980s.

Commanders Report a Production Surge

Three commanders briefed Khamenei: Chief of Staff Maj. Gen. Abdollahi, Army commander Maj. Gen. Hatami and IRGC commander Maj. Gen. Vahidi.

They reported on readiness along the Persian Gulf coasts, the Strait of Hormuz and the Sea of Oman. They covered the northwest and southeast borders too. They also “reported a several-fold increase in the production of various types of ammunition and reconnaissance, support and combat weapons,” the statement said.

Khamenei expressed satisfaction, according to the office. So the production claim is the commanders’ report, not a new order from the Leader.

The claim cannot be independently verified. Iran’s Defense Ministry spokesman said on Oct. 6 that weapons production capacity had reached 2.5 times its pre-war level, Press TV reported. He said some weapons were up more than threefold.

Who Is Giving the Orders

Mojtaba Khamenei succeeded his father, Ali Khamenei, who was killed on the first day of the U.S.-Israeli war, the Times of Israel reports. Al Jazeera’s Arabic service reports he took office in March and has made no public appearance since.

His messages arrive as written statements and posts. The Times of Israel has reported that the IRGC has expanded its wartime power and narrowed the Leader’s role. Analysts describe his part as largely legitimizing decisions made by security commanders.

Whether Khamenei personally drafted the new order cannot be confirmed from outside Iran. The statement carries the name of his office.

Why the Timing Matters

Qatari mediators held more than 12 hours of talks in Tehran on Friday. They continue in Doha on Saturday, Axios reported. The sticking point is nuclear concessions against lifting the naval blockade, releasing frozen funds and allowing oil sales.

Iran had already rejected Qatar’s ideas earlier this week and ruled out nuclear concessions. Tehran also said it will not accept “neither war nor peace” without its conditions being met.

Gulf officials reportedly told MS NOW that Trump plans strikes as soon as Nov. 4. On Friday, Trump said: “We have time, frankly. It’s a war, but it is not a typical war.”

A senior Iranian security official told Al Mayadeen and Tasnim on Saturday that Iran’s response plan is “complete” and “final.” Iran has also vowed to hit Gulf energy facilities if its own energy sites are struck.

Hormuz remains tense. UKMTO said a limpet-mine attack hit the tanker Louise 1 on Saturday. The IRGC said three tankers hit mines, and Iran’s navy claimed it destroyed a U.S. unmanned vessel.
