US Big Oil Hits Impasse in Negotiations for Venezuela’s Top Oil Fields
Negotiations between major American oil companies and Venezuelan authorities have stalled over access to prime reserves. Despite pressure from Washington for rapid production increases, energy giants remain hesitant due to fiscal terms and historical expropriation risks.

Negotiations between leading American energy corporations and Venezuelan officials have hit a standstill, frustrating Washington's hopes for a rapid expansion of production across the country's most valuable oil fields.
Seven months after the political transition in Caracas, major producers including ExxonMobil and Chevron are locked in friction with state energy firm Petróleos de Venezuela over fiscal guarantees and access to prime drilling geography, according to The Wall Street Journal.
Battle for Prime Reserves
The deadlock centers on a narrow selection of high-yield acreage, primarily within eastern Venezuela's Orinoco Belt and Monagas state.
U.S. refining facilities heavily favor the dense, heavy crude of the Carabobo block, while light crude fields near El Furrial and Punta de Mata remain critical as diluents for domestic blending.
"Few of them are really jumping into the water," said José Ignacio Hernández, a law professor and consultant at advisory firm Aurora Macro Strategies. "It's like when you're trying to sell your house. You have a very successful open house with 100 people attending, but then nobody calls."
Washington's Energy Push
The Trump administration has actively pressed interim President Delcy Rodriguez to rapidly elevate national output, seeking to cushion global supplies against Iranian disruptions in Middle Eastern maritime channels.
White House spokeswoman Taylor Rogers stated that the Energy Department is "facilitating unprecedented investment in Venezuela to restore its energy infrastructure."
However, federal officials have refrained from directly picking winners, leaving corporations to negotiate individually with PdVSA under non-public bidding arrangements.
Historical Shadows and Fiscal Terms
Corporate executives remain anxious about long-term political durability and unresolved claims stemming from prior expropriations under Hugo Chávez.
ConocoPhillips and Exxon Mobil continue to seek billions in outstanding restitution, leaving boardrooms skeptical of fresh capital commitments without ironclad protections.
"They have been burned twice," said Francisco Monaldi, director of the Latin America energy program at the Baker Institute.
"I imagine this getting to the board and people saying, 'Didn't we learn our lesson here?' The only way management can sell this is if, you know, you're getting the asset that nobody thought they could get."
Furthermore, logistical setbacks, including severe structural damage at Exxon's former Cerro Negro site and a recent earthquake, have added friction to operational planning.
Shift to Independent Operators
While Chevron has managed to scale production to roughly 300,000 barrels daily through operational efficiencies, total national output reached only 1.07 million barrels daily in June.
This remains far below Venezuela's 1998 peak of 3.4 million barrels.
With integrated majors reluctant to make multi-billion-dollar bets, Washington is increasingly redirecting its attention toward independent wildcatters capable of delivering immediate cash flow to Caracas.
Smaller firms led by prominent investors, alongside entities such as HKN Energy, Hunt Oil, and Pacific Coast Energy, are actively evaluating production-sharing agreements for mature assets.
Yet industry analysts caution that small-scale operators cannot fully replace the deep capital required for capital-intensive heavy crude developments over the long term.
