Ukraine’s air-alert app sent Kyiv residents notifications warning of “radiation danger” late on Nov. 1. Telegram channels reported that it also issued chemical threat and street-fighting alerts for the capital. Clash Report has not independently verified the notifications.
What Telegram Channels Reported
Within minutes, Ukrainian Telegram channels said the app may have been hacked. Others said the alerts were caused by a glitch. Neither claim has been confirmed.
Clash Report found no statement from the Kyiv city administration, the app’s developer or Ukraine’s security services as of publication. The cause and the exact app involved remain unclear. This report will be updated if officials respond.
There is no sign of a real radiation threat. Earlier on Nov. 1, the Kyiv Regional Military Administration said gamma radiation levels in the region matched the natural background. That statement predates the alerts.
The widely used Air Alert app, built by Stfalcon and Ajax Systems, supports five alert types. These are air raid, shelling, street fighting, chemical threat and radiation danger. Regional administration operators relay the alerts, according to the developers.
Past False Alerts in Ukraine
Ukrainian authorities have blamed technical failures for similar incidents before. On Oct. 26, a failure in Kyiv’s centralized alert system sent users repeated air raid alerts, the Kyiv City State Administration said. It said the system was restored and the alert was false.
False radiation warnings have also appeared outside Kyiv. In September 2025, officials in the Kirovohrad region blamed a technical failure for a one-minute radiation alert. In November 2025, Zhytomyr officials cited a glitch when switching alerts between districts.
Those cases were attributed to technical faults, not hacking. Warning systems have drawn scrutiny before. In October, Zelensky said partners failed to warn Kyiv of a Russian ballistic attack.
Ukraine’s Air Force said Russia launched 433 drones overnight into Nov. 1. Meanwhile, Zelensky said he is ready to meet Putin in Türkiye.
