Tehran Pivots to Offensive Military Doctrine Amid War With US and Israel

Iran is fundamentally restructuring its military apparatus to project force beyond its borders, signaling preparations for a protracted confrontation with the U.S. and Israel.

The reorganization marks a strategic pivot away from a historically defensive posture toward an aggressive, forward-leaning military doctrine.

State television broadcast details of the overhaul late Tuesday following the appointment of six top commanders by Supreme Leader Mojtaba Khamenei.

Mohammad Reza Naqdi, an Islamic Revolutionary Guard Corps general advising the newly appointed IRGC commander, confirmed the shift in strategy.

He noted the previous focus on homeland preservation has been replaced by a mandate for external engagement.

“Whenever the conditions are favorable and the order is issued, we must be able to take the operation into enemy territory,” Naqdi stated.

Command Consolidation

Khamenei’s personnel changes elevate officers characterized by their strict opposition to negotiations and their uncompromising stance on the Strait of Hormuz, according to Bloomberg.

Among the senior appointments, former IRGC commander Mohsen Rezaee will now direct the Supreme National Security Council.

The restructuring also merges the Khatam ol-Anbiya Central Headquarters, the military’s operational center, into the General Staff. This consolidation aims to centralize the coordination of overall military strategy.

“This move will certainly increase the speed of work and will help to implement the same offensive doctrine,” Naqdi said, emphasizing the operational requirement to process battlefield intelligence in real time.

Expanding Arsenal and Hardline Leadership

The ongoing conflict has consolidated the authority of the IRGC, which functions as the nation’s primary military entity while simultaneously controlling substantial domestic economic assets.

Naqdi reported that ballistic missile manufacturing continues at a pace significantly exceeding current deployment rates.

He indicated the surplus creates potential capacity for international export, though he declined to provide specific figures.

“Even if the war continues for years, we’ll be firing missiles at the enemy to the very end,” Naqdi remarked.

He added that the country's vast geographic expanse allows for hundreds of active and potential missile production facilities.

The leadership overhaul also formalized Ahmad Vahidi as the commander of the IRGC this week.

Vahidi consistently opposes diplomatic efforts to terminate the current hostilities.

He publicly demands retaliation for the death of former Supreme Leader Ali Khamenei, who was killed during initial Israeli strikes in late February.

Earlier this month, Vahidi committed to maintaining the closure of the Strait of Hormuz “as long as the United States continues to conduct hostile actions.”
