Under the agreement, an immediate ceasefire will be implemented between Syrian government forces and YPG elements. The deal also provides for the withdrawal of forces from contact lines to reduce tensions and reinforce stability.
As part of the security arrangements, Interior Ministry-affiliated security forces will be deployed in the city centers of Hasakah and Qamishli to maintain order and oversee the stabilization process.
Military Integration Framework
The agreement outlines the gradual integration of security forces in the region. This includes the formation of a military division incorporating three brigades affiliated with the YPG, as well as the integration of a brigade from the Ayn al-Arab area into a division under the Aleppo governorate.
Officials said the military restructuring is designed to bring armed formations under a unified national command structure.
Administrative and Civil Integration
Beyond military arrangements, the deal also covers the merger of YPG-run administrative bodies in areas under its control with Syrian state institutions. Civilian employees will retain their positions, ensuring continuity in public services.
The agreement further addresses civil and educational rights of Syria’s Kurdish population and guarantees the return of displaced residents to their home areas.
Preserving Territorial Unity
According to Syrian state media, the agreement aims to safeguard Syria’s territorial integrity, enforce the rule of law and strengthen cooperation between all parties. It also seeks to advance full integration across the region and coordinate efforts for national reconstruction.
Officials described the deal as a step toward long-term stability and reintegration within the Syrian state framework.
