Speaking ahead of an EU foreign ministers’ summit in Brussels, Albares said, “If the Association Agreement is based on human rights, it's the most normal thing that we suspend [it] immediately today.” He also demanded sanctions targeting those obstructing a two-state solution and stressed that failing to act would betray the EU’s founding principles.

Growing Support Within EU Bloc

A proposal to review the EU-Israel Association Agreement—originally initiated by Spain and Ireland in early 2024—has now gained the support of 17 out of 27 member states. The Netherlands formally tabled the request. Ministers are assessing whether Israel’s actions in Gaza violate the agreement’s human rights clause.

Slovenian Foreign Minister Tanja Fajon backed Spain’s position, asserting that Israel must end its “illegal occupation” and comply with international law. “The EU must recognise Israel’s human rights violations and act accordingly,” she said.

Push for Embargo, Clear Measures

Slovenia and other supporting countries argue that the EU should implement clear punitive measures—including trade sanctions and halting arms sales—if Israel continues to block humanitarian aid and violate court rulings. Swedish Foreign Minister Maria Malmer Stenergard added: “People are suffering and we cannot just be bystanders.”

Internal Division: Germany and Italy Oppose Suspension

Despite the growing consensus, key EU powers Germany and Italy voiced their opposition. Both foreign ministers rejected the proposal to suspend the trade deal, highlighting stark divisions within the bloc on how to respond to Israel’s offensive in Gaza.
