Russia Threatens Nuclear Response If NATO Cuts Off Kaliningrad

Russia told NATO that an attempt to sever Kaliningrad’s links with the rest of the country could trigger a nuclear response.

An informal diplomatic document reviewed by Reuters also raised the prospect of attacks on decision-making centers in NATO member countries as soon as a conflict begins.

“Russia will be ready to use the entire arsenal of forces and capabilities at its disposal, including nuclear weapons, in order to defend its territory should NATO countries undertake any attempt aimed at isolating the Kaliningrad Region from the rest of the country,” the document said.

Moscow Links Warning to NATO Exercises

The communication, known in diplomacy as a non-paper, accused NATO of pursuing policies that risked a direct military confrontation with Russia.

Kaliningrad lies on the Baltic Sea between Poland and Lithuania. Moscow’s warning made any alliance attempt to isolate the territory the explicit condition for potentially deploying its full arsenal.

Russia has reinforced the private message through public statements.

Its embassies in at least three European countries have, over the past three days, accused NATO of increasing tensions through exercises and scenarios involving the exclave.

Those statements denied that Moscow intended to attack alliance members. They nevertheless threatened the strongest available response to aggression against Kaliningrad.

NATO Rejects the Threat

NATO spokesperson Allison Hart confirmed receipt of the Russian document but declined to describe its contents. The alliance has replied, she said.

“We have sent a response, noting that NATO is a defensive Alliance and none of our activities or exercises pose a risk to any part of Russia.”

Hart condemned Moscow’s threatened use of force and nuclear language, and urged Russia to end its war in Ukraine.

European officials offered differing assessments of the warning. One senior defense official described it as a serious threat unlike anything seen since the Cold War.

A NATO diplomat characterized the document as another effort to intimidate Europe, saying the alliance’s reply made clear that support for Ukraine would continue.

Wider Tensions in Europe

The exchange comes amid growing friction between Moscow and European governments over alleged Russian sabotage, arson and other activities described by Western officials as hybrid warfare.

Russia denies responsibility. It also disputes Western warnings that it is preparing for a possible attack on an alliance member.
