Russian forces unleashed a devastating barrage of ballistic missiles and attack drones across Kyiv on Monday, killing at least 14 people just hours before allied leaders convene for a critical NATO summit in Ankara.
The aerial bombardment targeted the Ukrainian capital with 68 missiles and 351 drones.
Hard-to-intercept ballistic munitions penetrated the city's defenses, tearing a crater into a multi-story residential building and severely damaging approximately 30 apartment blocks.
Ukrainian President Volodymyr Zelensky reported around 60 casualties across the capital region.
He noted that while conventional cruise missiles and drones were neutralized, military stockpiles severely lack the interceptor missiles required for U.S.-made Patriot systems to defeat ballistic threats.
The timing of the assault amplifies pressure on Western allies gathering in Türkiye on Tuesday.
Zelensky publicly challenged the United States and European partners to emerge from the Ankara summit with definitive commitments to reinforce Ukraine's battered air defense network.
Escalating Attrition
Moscow characterized the operation as a massive strike aimed at military-industrial and energy infrastructure.
However, ground reports from Kyiv’s Podilsky district detailed heavy civilian devastation, with blast waves shattering windows across residential neighborhoods at 1:30 a.m.
Local authorities in the Vyshneve suburb initiated civilian evacuations over fears of unexploded ordnance buried in the debris.
The Monday strikes mark the second major assault on Kyiv in a week, following a previous bombardment that left over 30 dead.
European Commission President Ursula von der Leyen confirmed that Ukraine's urgent defense requirements will dominate the NATO agenda.
Diplomatic Standoff
The violence coincides with stagnant U.S.-led diplomatic efforts to resolve the four-year conflict.
U.S. President Donald Trump is scheduled to meet with Zelensky on the sidelines of the summit on Wednesday in a bid to revitalize negotiations.
Washington officials indicated Trump plans to conduct follow-up discussions with Russian President Vladimir Putin.
Yet, the Kremlin maintains rigid territorial demands that Kyiv and its allies view as tantamount to surrender.
Meanwhile, Ukraine has intensified asymmetric strikes against Russian energy infrastructure to degrade Moscow's military logistics, sparking domestic fuel shortages.
The Russian military reported intercepting more than 500 Ukrainian drones overnight, and Moscow Mayor Sergei Sobyanin said multiple drone formations were approaching the Russian capital.
On the battlefield, territorial disputes persist. Russian forces claimed control over the strategic eastern stronghold of Kostyantynivka last week, an assertion Zelensky disputes as intense combat continues.
