Russia Has Been Secretly Helping Iran Develop Supersonic Cruise Missiles

Leaked correspondence and travel records expose C430L, a covert Russian effort using senior missile engineers to help Iran master ramjet propulsion and develop supersonic cruise missiles capable of threatening ships and land targets.

Russia has secretly helped Iran develop advanced supersonic cruise missiles through a covert program that amounts to one of the most significant known transfers of strategic military technology between Moscow and Tehran.

Codenamed C430L, the effort has used senior Russian missile engineers to help Iran master ramjet propulsion, technology that could support anti-ship and land-attack missiles flying at several times the speed of sound.

The program began in 2023 and continued into 2026, including after the start of the U.S.-Israeli war against Iran, according to leaked correspondence reported by the Financial Times, travel records and military patents.

Russia Targets a Critical Missile Gap

Iran has built and flight-tested the ramjet propulsion system, although there is no evidence that a Russian-assisted supersonic cruise missile has entered service.

The key transfer is expertise rather than a finished weapon.

“This is the transfer of a highly strategically sensitive military technology from Russia that the Iranians have wanted to acquire for decades,” said Fabian Hinz of Conflict Armament Research.

“A program like this would require political clearance from the very top in Russia.”

Supersonic cruise missiles combine high speed with low-altitude flight, sharply reducing the time defenses have to detect and intercept them.

“For the Iranians, this would give them a qualitatively new strategic weapon system that could threaten US Navy vessels,” said Jim Lamson, a former CIA military analyst focused on Iran.

Russian Engineers Analyzed Iranian Tests

By 2025, Russian missile developer NPO Mashinostroyenia had received extensive Iranian technical material on the ramjet system.

Its engineers analyzed an Iranian flight test and sought answers on fuel-system changes, combustion stability, air intake performance and the engine nozzle.

They also asked whether the ramjet continued operating after telemetry ended less than a minute into the test.

The exchange shows Russian specialists troubleshooting a system Iran had already built, using their experience to identify weaknesses and improve its design.

Rosoboronexport, Russia’s state arms exporter, proposed sending about two dozen specialists to Iran in April 2025 for further technical consultations.

Senior Specialists Joined the Effort

C430L involved some of NPO Mashinostroyenia’s most experienced missile engineers.

Alexander Dergachev, then the company’s deputy head and chief designer for sea-launched missiles and cruise missile systems, traveled to Iran before the contract was signed in November 2023.

Alexander Chebakov, head of its air-breathing propulsion design department, visited Tehran three times that year. Russian patents identify him as a specialist in supersonic ramjet propulsion.

Yuri Prokhorchuk, head of the company’s aerodynamics and ballistics department, was also linked to the program and named on a patent for a ramjet-powered hypersonic cruise missile designed to strike ships and land targets.

Rosoboronexport executive Vladislav Kuzmichev joined the engineers on a July 2023 visit and later negotiated the contract with Iran’s Ministry of Defense and Armed Forces Logistics.

More Than a Weapons Sale

The program marks a deeper form of military cooperation than supplying finished weapons.

Iran provided Russia with Shahed attack drones and helped establish their production inside Russia.

C430L instead gives Tehran access to the engineering know-how needed to build an advanced weapon system itself.

That could have lasting consequences for Iran’s missile industry.

Mastering ramjet propulsion could allow Tehran to develop new weapons around the technology, improve later versions and reduce its dependence on foreign suppliers.

“If the Russians are able to help the Iranians fix their technical problems, I think this would be one of the more impactful areas of Russian military-technical assistance to Iran in recent years and one with long-term benefits for Iran’s defense industry,” Lamson said.

Iran’s Long-Running Supersonic Push

Iran already produces sophisticated ballistic missiles and engines for slower cruise missiles.

Sustained supersonic flight using ramjet propulsion has remained a major technological gap.

Tehran has pursued the capability for years through domestic engineering, foreign procurement and attempts to reverse-engineer foreign systems.

Iran said in 2016 that it planned to develop supersonic anti-ship missiles.

Two Iranian diplomats were arrested in Ukraine in 2018 while attempting to obtain components and documentation for the Soviet-era Kh-31A missile.

In 2019, Iran displayed a locally developed ramjet engine. The IRGC-linked Tasnim news agency said in August 2023 that Iran had begun testing a prototype supersonic cruise missile.

Hinz said experienced Russian engineers could provide something harder to acquire than blueprints or components: practical knowledge built over decades.

“The Russians have focused on this technology for a very long time,” he said. “People often think about technology transfers as being solely about sending blueprints, parts or entire missiles, but getting a 60-year-old engineer to fly over and problem-solve, using their experience, is hugely valuable.”

Cooperation Continued Into 2026

C430L remained active into 2026, with Russia preparing technical reports and both sides discussing a further development phase.

A June 2026 Rosoboronexport letter shows negotiations continuing over the next stage. It is unclear whether that phase formally began.

The Kremlin, Rosoboronexport, NPO Mashinostroyenia and the Iranian government did not respond to requests for comment.

Russian President Vladimir Putin separately told Iranian President Masoud Pezeshkian that Moscow was “trying to give you the help you need in this difficult period” and was “supplying you with the goods you need,” without elaborating.

For Iran, C430L could close one of the hardest remaining gaps in its missile industry.

For Russia, it represents something more durable than an arms shipment: the transfer of knowledge needed to help Tehran develop advanced strategic weapons on its own.
