Peace Talks Between DRC And M23 Intensify In Doha Under Qatari Mediation
Peace negotiations between the Congolese government and M23/AFC rebels are underway in Doha, with mediation led by Qatar and U.S. observers present.

According to Kinshasa, M23 and its allies continue to reposition troops near key frontlines, especially in the volatile South Kivu region. The Congolese government warned during its recent cabinet meeting that rebel forces appear to be preparing an offensive to seize new territories, including the strategic city of Uvira, currently held by government troops (FARDC).
Despite these developments, the Qatari hosts are pressing for results. Officials in Doha hope to see an initial framework for peace — beginning with a declaration of principles — signed before the end of the week. This would pave the way for a more comprehensive accord in the weeks ahead.
U.S. State Department representatives confirmed their role as observers, with a spokesperson telling RFI: “We are closely coordinating with Qatar and other partners to ensure all efforts move toward the shared goal of lasting peace.”
Key Sticking Points And Quiet Diplomacy
Talks have focused on sensitive issues, including prisoner releases and demobilization. The AFC/M23 is pushing for the release of detained fighters, but Congolese officials insist any such measures will be handled case by case.
The DRC’s delegation is led by High Representative Sumbu Sita Mambu, while the rebel side is represented by AFC/M23 secretary-general Benjamin Bonimpa.
In a rare move, Rwandan and Congolese interior ministers — Vincent Biruta and Jacquemain Shabani, respectively — met face-to-face in Doha to clarify each country’s role in the peace process. Their encounter follows the Washington Agreement of June 27, where both sides committed to de-escalation mechanisms.
