Le Pen Promises EU 'Trial of Strength' If Elected French President

Marine Le Pen wants to cut France’s EU contribution by €11 billion in 2027 and return powers to national governments, setting up a potential clash with Brussels.

Marine Le Pen has pledged to confront Brussels over EU funding and authority if she wins France’s presidency next year.

“We know there will be a tough debate, even a trial of strength,” the far-right leader told the Financial Times. “But we have the will and the conviction that we will be able to do it.”

Her proposals combine a sharp reduction in France’s budget contribution with greater control for national governments.

They would put Paris on a collision course with the European Commission and other member states.

A Budget Confrontation

Le Pen’s five-year, €140 billion deficit plan includes €11 billion in savings from France’s EU contribution in 2027, followed by reductions worth tens of billions of euros in later years.

That ambition faces a treaty barrier. France cannot reduce its payments unilaterally; a change would require approval from the other 26 member states.

The dispute could begin before the election. EU governments are seeking agreement on a seven-year budget ahead of the French vote, a timetable Le Pen argues sidelines the electorate.

She plans to visit Brussels on Wednesday to oppose an agreement being concluded before voters choose France’s next president.

Her proposed cuts would place EU funding at the heart of a broader confrontation, with Berlin among the capitals likely to resist.

Returning Powers to Capitals

Le Pen abandoned her campaign to take France out of the EU and the euro nearly a decade ago.

Her current approach seeks to reshape the bloc through its existing institutions.

She wants a weaker Commission and opposes its expansion into diplomacy and defense, arguing that authority should return to member states.

She also challenged Ursula von der Leyen’s ability to serve as Commission president until her mandate ends in 2029, saying “she no longer has the confidence of many governments in the EU.”

Le Pen sees elections in France, Spain, Italy and Poland as an opportunity for nationalist parties to alter the balance of power across Europe.

The 58-year-old is entering her fourth presidential campaign with a substantial polling lead ahead of April’s contest. Her mainstream opponents remain divided.

Debt Narrows Her Options

France’s finances could constrain that agenda. Public debt stands at 119% of GDP, while investor concerns about its sustainability have pushed borrowing costs higher.

Le Pen’s deficit program pairs deep spending reductions with consumer tax cuts, pensioner protections and measures intended to stimulate business activity.

“We will do both massive state spending cuts, while also kick-starting the economy,” she said.

Economists and financial analysts have questioned the plan’s assumptions and feasibility.

ING analysts estimate that rapid spending cuts could reduce GDP growth by several percentage points.

Le Pen rejects those assessments, arguing that corporate tax reductions and deregulation would support economic activity.

Her European financing proposals face another obstacle.

She wants the European Central Bank to fund substantial borrowing for defense and the energy transition, despite treaty provisions prohibiting monetary financing.
