Rosatom CEO Alexey Likhachev described the initiative as a “flagship” in the global nuclear technology market and affirmed that the project would be a top priority for the Russian state corporation. The initial construction phase includes comprehensive soil and engineering studies, and a symbolic capsule containing soil samples was formally handed over to Rosatom by Kazakh officials during the launch ceremony.
The site of Ulken, founded in 1984 and located on the shore of Lake Balkhash, was selected for its access to cooling water and strategic location. Authorities said the local population of about 1,740 residents would benefit from new infrastructure and employment opportunities. The nuclear facility is expected to support Kazakhstan’s transition to low-carbon energy and reduce dependence on fossil fuels.
The decision to proceed followed a 2024 nationwide referendum in which a majority of Kazakh voters approved the construction of the nuclear power plant. This public mandate, coupled with the technical and financial advantages offered by Rosatom’s proposal, solidified bilateral cooperation on the project.
The plant will feature the advanced VVER-1200 reactor technology, already in use in several countries, and forms part of Kazakhstan’s broader energy diversification goals. Both governments see the project as a milestone in regional energy cooperation.
