A U.N.-mandated commission concluded Monday that Israel’s genocide against Palestinians in Gaza persisted beyond the October 2025 U.S.-brokered ceasefire, citing continued attacks on civilians and expanding territorial control.

The findings build on the commission’s September 2025 determination that Israel had committed genocide in Gaza.

Israel rejected the latest report, describing it as part of a “misinformation campaign.”

The Independent International Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem, and Israel was established by the U.N. Human Rights Council in 2021.

Attacks During the Ceasefire

Investigators found that Israeli forces used heavy munitions, artillery, drones, quadcopters, and sniper fire in densely populated parts of Gaza while the ceasefire was in force.

“The cases investigated for this report show that the Israeli authorities and forces continue to commit genocidal acts with the genocidal intent to destroy, in whole or in part, the Palestinians in Gaza,” the commission said.

The inquiry also examined the Yellow Line, introduced as a temporary demarcation under the ceasefire.

Its movement farther into Gaza was turning it into an effective border and extending Israeli territorial control, the report found.

The commission called on Israel to stop committing genocide and fulfill its obligations to prevent and punish both genocide and incitement to it.

Gaza’s health ministry puts the death toll from Israel’s offensive above 74,200.

The campaign followed the Hamas-led October 7, 2023 attack, which killed about 1,200 people in southern Israel.

West Bank Extermination Finding

The inquiry separately concluded that Israeli forces had committed extermination and other crimes against humanity in the occupied West Bank, including torture, rape, other sexual violence and persecution.

Military operations and sustained settler violence together constituted a widespread, systematic attack on Palestinian civilians, investigators found.

They said the pattern of attacks across different locations showed coordinated planning rooted in state policy.

Commission chairman Srinivasan Muralidhar linked civilian killings and the destruction of homes to a wider strategy of extermination and displacement.

The report recorded 254 Palestinians killed in West Bank airstrikes between October 7, 2023 and September 30, 2026, compared with six from 2008 through October 6, 2023.

Military operations beginning in January 2025 had triggered the territory’s largest Palestinian displacement since 1967. As of August 2026, 34,176 Palestinians remained displaced, according to the commission.

Israel Rejects Findings

Israel’s mission in Geneva accused the commission of seeking to delegitimize the country.

Ambassador Daniel Meron said the inquiry was among actors attempting to undermine Israel’s legitimacy and deny its right to exist and defend itself.

The commission also criticized the Palestinian Authority for suppressing political opposition and targeting dissenters, with journalists and human rights defenders among those killed or injured.

It found that the authority had failed to investigate killings promptly, effectively, and impartially.
