Israel is building a new central command hub for its Military Intelligence Directorate (Aman) in the Negev Desert, signaling a strategic shift in the country’s intelligence posture. The facility, known as the New Aman Complex, is being constructed by Shikun & Binui, one of Israel’s largest infrastructure conglomerates.

The base will centralize several of Israel’s most critical intelligence divisions:

  • Unit 8200, the elite signals intelligence and cyber warfare unit;
  • Unit 504, responsible for human intelligence (HUMINT) and field agent networks;
  • Unit 81, the ultra-secret technological branch that develops espionage tools and classified surveillance tech;
  • The Research Division, which produces national intelligence assessments;
  • The Special Operations Divisionwhich supports clandestine and cross-border operations.

According to defense insiders, the site will include a sophisticated tunnel facility for secure underground mobility and shelter from aerial surveillance or attack.

The complex will include hardened buildings and an expansive tunnel network for classified operations.

This massive project reflects both a modernization drive and a strategic relocation away from high-density urban areas. Moving Aman’s core operations to the Negev enhances survivability against missile threats and aligns with long-term Israeli efforts to develop and secure its southern frontier.

The move also supports a broader vision of decentralizing Israeli military infrastructure while maintaining integration and rapid coordination among intelligence arms.
