Haftar, UN Envoy Discuss Roadmap Amid Tripoli Tensions
Khalifa Haftar met the UN mission chief in Benghazi to discuss a three-pillar roadmap and the situation in Tripoli.
Field Marshal Khalifa Haftar received UN envoy Hanna Tetteh and her delegation in Benghazi on September 7, 2025, to review the UN roadmap and address mounting tensions in Tripoli. The meeting, also attended by Haftar’s deputy and son Saddam, came amid fresh fears of renewed conflict in the capital.
UN Roadmap and Security Council Endorsement
The discussions centred on the plan Tetteh presented to the UN Security Council on 21 August. The roadmap includes three pillars: establishing a legal and constitutional basis for elections, unifying institutions under one government, and launching an inclusive national dialogue.

Rocket Strike Highlights Fragility
Just days before the Benghazi talks, Tripoli’s instability was underlined when a rocket struck near the UN headquarters in Janzour on 22 August. The blast damaged a civilian home but caused no casualties. Security forces later found two more rockets prepared for launch.
The incident occurred as Tetteh briefed the Security Council remotely, underscoring the vulnerability of UN operations in Libya’s capital.
Eastern Signals and Saddam Haftar’s Role
Saddam Haftar’s participation in the meeting was widely noted. Analysts see his visibility in high-level diplomatic engagements as a sign of the Haftar family consolidating influence in eastern Libya.
It reflects broader shifts within Libya’s political and military elite, with international mediators seeking buy-in from emerging figures as well as established leaders.
