EU to Launch Black Sea Security Hub Amid Rising Regional Tensions
The EU will establish a Maritime Security Hub in the Black Sea to enhance threat monitoring and infrastructure protection.
The European Union announced plans on Wednesday to create a Maritime Security Hub in the Black Sea as part of a broader strategic initiative aimed at reinforcing regional security, resilience, and connectivity in the face of rising Russian aggression.
EU foreign policy chief Kaja Kallas said the new hub would provide early warning of maritime threats, enhance regional surveillance, and protect critical infrastructure. The system will share intelligence with Ukraine and other Black Sea littoral states when possible.
The initiative comes as Russia continues to attack Ukrainian ports, deploy naval mines, and threaten key trade and energy routes across the Black Sea. Kallas also proposed a dedicated ministerial summit with Black Sea countries to coordinate joint security efforts.
Three-Pillar Strategy: Security, Prosperity, and Environment
Unveiled by the European Commission and the Directorate-General for Enlargement, the strategy builds on three pillars:
- Security and Resilience – with the Maritime Security Hub and coordinated demining efforts;
- Sustainable Growth – including a Connectivity Agenda for transport, digital, and energy corridors;
- Environmental Protection – with a focus on blue economy recovery and war-related environmental damage.
President Ursula von der Leyen stated that the EU’s proactive role in the region is “crucial for advancing security and peace,” especially as Ukraine and Moldova begin EU accession talks.
Strategic Connectivity and Energy Diversification
The EU sees the Black Sea as a critical gateway to the South Caucasus and Central Asia. Projects under the new strategy aim to improve military mobility and reduce energy dependence on Russia by expanding European access to alternative sources via the South Caucasus and Caspian regions.
Commissioner Marta Kos emphasized the region’s economic potential, stating, “Better regional connectivity will create new opportunities for trade… and help diversify energy supplies away from Russia.”
Together with its partners in the region, the EU will implement three flagship initiatives under each of these pillars to unlock the region's potential for growth, while also addressing the immediate challenges of conflict and security:
The Black Sea Maritime Security, and the establishment of a Black Sea Maritime Security Hub, will strengthen maritime safety and security, protect critical maritime infrastructure and the marine environment. It will also strengthen regional cooperation on demining and address risks to the environment and maritime safety.

A dedicated Connectivity Agenda – aligned with the extended Trans-European Networks – will develop transport, energy and digital networks to leverage the potential of the Black Sea region as a vital corridor linking Europe with Central Asia through the South Caucasus, boosting economic growth and competitiveness.
Preparedness of coastal communities and blue economy sectors will be reinforced to enable Black Sea countries to tackle war-related environmental damage, respond to climate-change related risks and seize opportunities for sustainable growth.
From Enlargement to Collective Security
The strategy will be implemented in coordination with EU enlargement efforts and the Eastern Partnership, offering technical and financial support to partners pursuing alignment with EU policies. Türkiye is singled out as a key strategic partner, alongside closer engagement with Armenia and Azerbaijan.
The hub and broader strategy mark a significant deepening of EU engagement in the Black Sea, transitioning from economic cooperation to active geopolitical stewardship.
