CIA Director John Ratcliffe Flies to Moscow for Unannounced Visit
John Ratcliffe made an unannounced trip to Moscow for undisclosed meetings with Russian officials, marking the first known visit by a CIA director since William Burns traveled to Russia in November 2021.
CIA Director John Ratcliffe traveled to Moscow on Tuesday for unannounced meetings with Russian officials, in the first known visit by a CIA chief to Russia since November 2021.
The trip was also Ratcliffe’s first known in-person visit to Russia since taking over the agency in January 2025 under President Donald Trump.
Neither Washington nor Moscow disclosed the purpose of the meetings, their participants or any outcome.
A Rare Intelligence-Level Visit
Ratcliffe has maintained contact with Russian intelligence officials despite the broader deterioration in relations between the two countries.
Those contacts have included telephone discussions with Sergei Naryshkin, director of Russia’s Foreign Intelligence Service, or SVR.
But an in-person visit to Moscow represents a rarer form of engagement.
The previous comparable trip by a CIA director came in November 2021, when William Burns met senior Russian officials, including then-Security Council Secretary Nikolai Patrushev, and spoke with President Vladimir Putin.
Burns traveled to warn Moscow against invading Ukraine.
Government Aircraft Flies Into Moscow
Ratcliffe left the Washington area from Joint Base Andrews on Sunday aboard a U.S. government aircraft and traveled to Riga, Latvia.
On Tuesday, a U.S. Air Force Boeing C-17A Globemaster III departed Riga for Moscow’s Vnukovo International Airport.
Flight-tracking data showed the aircraft leaving at about 05:50 GMT and arriving in Moscow at approximately 07:04 GMT.
Footage posted on social media showed the aircraft approaching Moscow. A U.S. diplomatic motorcade was later seen in the Russian capital.
The C-17 departed Moscow later on Tuesday and returned to Riga shortly before 17:00 GMT.
Some reports suggested the aircraft may have been carrying a mobile Sensitive Compartmented Information Facility, or SCIF, designed to provide secure communications.
Moscow and Washington Stay Silent
The CIA declined to comment on Ratcliffe’s visit.
Russian authorities also did not confirm the trip or provide details of any meetings.
Kremlin spokesman Dmitry Peskov said he had “no information” about the U.S. aircraft and said no meetings with American officials were planned that week.
No subsequent official statement disclosed whom Ratcliffe met in Moscow.
Ukraine Informed Ahead of Trip
The visit came as U.S.-mediated efforts to end Russia’s war in Ukraine remained stalled.
Ahead of the journey, the U.S. informed Ukraine that a senior delegation would travel to Moscow and asked Kyiv to suspend strikes on Moscow, St. Petersburg and northern Russia until the group had departed.
The request reportedly covered Monday through Wednesday. The precise agenda of Ratcliffe’s meetings remains undisclosed.
Analysts and reports have raised several possible subjects, including escalation management, U.S. intelligence assessments concerning possible Russian military mobilization preparations in Ukraine and potential hybrid or provocative actions testing NATO resolve.
Other unconfirmed possibilities included discussions over the Ukraine conflict, Russia’s relationship with Iran and detainee or prisoner cases.
Ratcliffe previously took part in negotiations connected to the 2025 release of dual national Ksenia Karelina, while the CIA has also been involved in earlier prisoner exchanges.
No outcome from Tuesday’s trip had been announced by the end of the day.
The visit nevertheless marked an unusually direct intelligence-level contact between Washington and Moscow, even as broader diplomatic relations remained strained.
