AI and Critical Minerals to Dictate Global Order, Turkish Intelligence Report Warns

The future of global geopolitical competition will be strictly dictated by artificial intelligence, advanced microchips, and the critical minerals required to sustain them, according to a newly published Turkish intelligence assessment.

The National Intelligence Academy (MIA) released a comprehensive report detailing the imminent shift in international power dynamics.

The document outlines how autonomous systems and data infrastructure are rapidly superseding traditional metrics of state capacity.

"The new grammar of global politics, economy, and social structure will be determined by technopolitical debates," MIA President Talha Köse stated in the report’s foreword.

He noted that upcoming international rivalries will center squarely on AI technologies and the "advanced chips, critical minerals, energy resources, data infrastructures, and robotic systems" that make them operational.

Competing Strategic Frameworks

The academy’s analysis deconstructs the emerging global technopolitical order into three distinct ideological camps.

A techno-realist approach views AI purely as a mechanism for geopolitical dominance and national security.

In contrast, a techno-pragmatist model prioritizes safe, corporate-led system development, while a techno-humanist perspective focuses on ethical constraints and human dignity.

The report concludes that no single framework is sufficient for Türkiye. Instead, it urges Ankara to synthesize state security requirements with societal legitimacy to avoid falling into newly established global hierarchies.

Infrastructure and Data Governance

Türkiye currently has a distinct advantage in AI integration due to its established defense sector and accumulated operational data.

Public-private partnerships and qualified personnel have successfully advanced the country's technological capacity.

However, the intelligence assessment identifies severe vulnerabilities in civilian data governance.

Fragmented regulatory structures, a lack of inter-agency standardization, and inconsistent data quality remain significant operational liabilities.

To mitigate these risks, the MIA recommends establishing a risk-based AI management model.

It also calls for the systematic transfer of military AI capabilities into civilian sectors to reduce foreign technological dependencies.

A New Strategic Reality

The academy compares the current AI revolution to the historical strategic ruptures caused by nuclear energy proliferation.

To avoid strategic surprises, the report asserts that Türkiye must immediately overhaul its institutional capacity.

Cultivating an interdisciplinary workforce and expanding technopolitical diplomacy are essential.

Remaining a mere consumer of foreign technology, the assessment warns, will permanently degrade national security in the AI era.
