The tension began when Trump warned Russia of new economic sanctions if it failed to agree to a ceasefire in Ukraine. Medvedev responded on social media, calling Trump’s demand “a step towards war.” In a follow-up post, Trump countered: “Words are very important and can often lead to unintended consequences. I hope this will not be one of those instances.”
Trump stated that he ordered the submarines repositioned to “appropriate regions” in case Medvedev’s threats were more than rhetorical. While the U.S. Navy did not confirm the exact locations or types of submarines involved, analysts noted that such vessels are routinely deployed in global strategic zones as part of nuclear deterrence strategy.
Medvedev escalated tensions further by referencing Russia’s “Dead Hand” system—a Cold War-era automatic nuclear retaliation mechanism. Trump fired back, calling Medvedev a “failed former president” and warning him to “watch his words.”
Despite the war of words, neither the Kremlin nor Russian military leadership has issued a formal response to the submarine maneuver. However, a senior Russian lawmaker claimed U.S. submarines are “already under control” and dismissed the need for an official counteraction.
The confrontation unfolds as broader peace efforts between the U.S. and Russia remain stalled. Trump has expressed disappointment with Russian President Vladimir Putin, accusing him of undermining negotiations with continued attacks on Kyiv. Whether the submarine order leads to a new round of dialogue or further escalation remains uncertain.
