Trump's Alleged Secret Plan for Europe Revealed
A leaked-document claim circulating in the United States has ignited diplomatic tensions across Europe, alleging that the Trump administration is preparing a strategy aimed at reshaping the European Union’s political structure.
December 12, 2025Clash Report
A report published by the U.S.-based defense outlet Defense One claims that the Trump administration is working on a plan to recalibrate power dynamics inside the European Union. According to the report, the initiative—titled “Make Europe Great Again”—aims to pull certain member states away from Brussels and align them more closely with U.S. strategic interests.
Leaked Strategy Claims Trump Aims To Break EU Unity
The report states that a confidential draft, allegedly circulating behind closed doors, expands upon the publicly released 33-page National Security Strategy.
This draft explicitly lists Austria, Italy, Hungary, and Poland as countries that should be drawn into deeper cooperation with the U.S. It highlights the fact that these nations are led by figures known for maintaining strong ties with Trump, including Hungarian Prime Minister Viktor Orbán and Polish President Karol Nawrocki.
Trump’s previous remarks referring to Italy’s Prime Minister Giorgia Meloni as a “fantastic woman” are also cited as part of the growing political affinity emphasized in the document.
A New Power Bloc Against The G7: C5
Following Trump’s remark over the summer that Russia’s removal from the G8 was “a big mistake,” the alleged strategy takes this rhetoric one step further.
The document proposes creating a new “community of major powers” that would not be bound by the G7’s economic and democratic criteria.
The name of this group: C5.
According to the proposal, the United States, China, Russia, India, and Japan—five countries with populations exceeding 100 million—would form a new global platform holding regular thematic summits.
The first agenda item would be Middle East security, particularly accelerating Israel–Saudi Arabia normalization.
The Claim That “American Hegemony Has Failed”
The longer version, unlike the publicly released strategy, directly questions the ideal of U.S. global hegemony.
According to the document:
“Hegemony is not something to be desired, and it is not achievable.”
The draft argues that after the Cold War, U.S. elites believed “permanent American supremacy was the best option for the world,” but that this vision is unrealistic.
Within this framework, it states that Washington should scale back its role in European defense and shift its focus toward nearer threats such as drug cartels centered in Venezuela.
White House Denies Explosive EU Rift Allegations
The allegations were swiftly dismissed by Washington. Deputy White House Press Secretary Anna Kelly denied the existence of such a document, stating, “President Trump is transparent and personally signed the national security strategy. Claims of an ‘alternative document’ are entirely false.”
The administration accused the reports of being “manipulative” and sought to close the matter.
Trump’s “Make Europe Great Again” Plan Sparks Outrage
European capitals reacted with strong and immediate criticism.
European Council President António Costa said the United States cannot attempt to influence Europe’s internal political choices, stressing: “Washington cannot decide which parties are right or wrong on behalf of European citizens.”
German Chancellor Friedrich Merz, while noting that certain aspects of the alleged strategy were understandable, emphasized that Europe must be less dependent on the U.S. for its security policy.
Polish Prime Minister Donald Tusk addressed Washington directly, stating: “Europe is not your enemy; it is your closest ally. It has been this way for 80 years. Preserving this alignment is essential for our shared security.”
National Security Strategy Had Already Sparked Depate
The official National Security Strategy released last week had already stirred debate, asserting that Europe faces a “civilizational erosion risk.” The document criticized EU migration policies and approaches to national sovereignty, unsettling several European governments.
Trump has also repeatedly described the EU’s migration policy as a “disaster,” claiming that some European countries are “heading toward collapse” — comments that further amplified the controversy surrounding the alleged leaked draft.
